Stafford Disaster Relief and Emergency Assistance Act to adjust the definition of small impoverished community. 1. Small impoverished community definition Section 203(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5133(a)) is amended by striking 3,000 and inserting 5,000.
