Short title Section 403 of the Agricultural Credit Act of 1978 (16 U.S.C. 2203) is amended— (1) by redesignating subsection (b) as subsection (c); and (2) by inserting after subsection (a) the following: (b) Level of restoration The Secretary may allow restoration above pre-disaster conditions if that restoration is in the best interest of the long-term health and protection of the watershed. .
