R. 3586 IN THE HOUSE OF REPRESENTATIVES May 22, 2023Ms. Norton introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To amend title 49, United States Code, to treat the District of Columbia as a State for purposes of certain grant programs, and for other purposes. 1. Short title This Act may be cited as the District of Columbia Transportation Funding Equality Act. 2. Formula grants for buses Section 5339(a)(1) of title 49, United States Code, is amended— (1) in subparagraph (B) by inserting and the District of Columbia after United States; and (2) in subparagraph (C) by striking the District of Columbia,. 3. Apportionments based on growing States and high density States formula factors Section 5340(a) of title 49, United States Code, is amended by inserting and the District of Columbia after United States. 4. National culvert removal, replacement, and restoration grant program Section 6703(c)(1) of title 49, United States Code, is amended by inserting or the District of Columbia after a State. 5. Safe streets and roads for all grant program Section 24112(a)(2)(B) of the Infrastructure Investment and Jobs Act (23 U.S.C. 402 note(a)(2)(B)) is amended by inserting , including the District of Columbia after a State.
