R. 2759 IN THE HOUSE OF REPRESENTATIVES April 20, 2023Mr. Huizenga (for himself and Mr. Donalds) introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To establish a special notice requirement for certain drawdowns or sales from the Strategic Petroleum Reserve. 1. Short title This Act may be cited as the Strategic Petroleum Reserve Transparency Act. 2. Strategic notice requirement Section 161 of the Energy Policy and Conservation Act (42 U.S.C. 6241) is amended by adding at the end the following: (k) Special notice requirement For any drawdown or sale of petroleum products from the Strategic Petroleum Reserve that occurs during the 5-month period immediately preceding a regularly scheduled Federal general election, the Secretary shall, concurrently with such drawdown or sale, submit in writing to Congress a report detailing the reason for such drawdown or sale. .
