Establishment Section 1 of the State Department Basic Authorities Act is amended by adding at the end the following: (k) Special envoy To combat global rise of authoritarian socialism and communism There is established, within the Department of State, an office to combat the global rise of authoritarian socialism and communism at the Department of State, which shall be headed by a Special Envoy. .
