,investigation of ,imports of ,wind ,turbines and ,their ,parts and ,components 7#ij ,fed4 ,reg #dachj 7,august #be1 #bjbe772 7,b7 notwithstanding any other provision of law1 the ,secretary of ,health and ,human ,services shall not take any action that hinders any wind1 solar1 or geothermal development2 and 7,c7 the ,executive documents described in paragraph 7#b7 7referred to in this subsection as the ,executive documents7 shall have no force or effect and no ,federal funds may be used to implement1 administer1 enforce1 or carry out the ,executive documents4 7#b7 ,executive documents described entitled ,efficiency ,screening ,criteria for ,proposals ,concerning ,power ,generation on ,national ,forest ,system ,lands4 7,i7 ,internal ,revenue ,service ,notice #bjbe-db 7relating to beginning of construction requirements for purposes of the termination of clean electricity production credits and clean electricity investment credits for applicable wind and solar facilities74 7,j7 ,the guidance of the ,assistant ,secretary of the ,army for ,civil ,works1 described in the news release published on the website of the ,corps of ,engineers on ,september #bb1 #bjbe1 entitled ,army ,corps of ,engineers begins implementing policy to increase ,america's energy generation efficiency4 7#c7 ,substantially similar documents ,the ,president or the head of the applicable ,federal department or agency may not reissue an ,executive document in substantially the same form1 and a new order1 memorandum1 notice1 or guidance document that is substantially the same as an ,executive document may not be issued1 unless the order1 memorandum1 notice1 or guidance document is specifically authorized by an ,act of ,congress enacted after the date of enactment of this ,act4 7#d7 ,required action by ,secretary of ,defense ,not later than #cj days after the date of enactment of this ,act1 the ,secretary of ,defense shall approve and sign any mitigation agreement relating to a wind energy facility1 solar energy facility1 transmission line1 or distribution line that was initiated before ,january #a1 #bjbf4 7b7 ,i,pa,c portal ,notwithstanding any other provision of law1 the ,director of the ,united ,states ,fish and ,wildlife ,service shall not prohibit any person requesting a permit for a wind1 solar1 geothermal1 or storage project from using the ,information for ,planning and ,consultation ,portal 7commonly known as the ,i,pa,c ,portal7 of the ,united ,states ,fish and ,wildlife ,service to process the project4 7c7 ,financial assistance 7#a7 ,definition of continuation application ,in this subsection1 the term continuation application means an application to secure continuing distribution of a ,federal financial assistance award that was designated to be distributed over multiple fiscal years4 7#b7 ,continuation application 7,a7 ,in general ,not later than #fj days after the date on which a continuation application is submitted by an applicant1 the head of the applicable ,federal department or agency shall-- 7i7 grant or deny that continuation application2 and 7ii7 notify the applicant of the determination made under clause 7i74 7,b7 ,continuation application ,a continuation application submitted under subparagraph 7,a7 shall be in such form and contain such information as the head of the applicable ,federal department or agency may require4 7,c7 ,terms and conditions ,a continuation application granted under subparagraph 7,a7 shall contain the same terms and conditions as the original application1 as applicable4 7,d7 ,deadline ,a continuation application that is not responded to by the deadline required under subparagraph 7,a7 shall be considered granted4 7d7 ,rescission limitation ,no amounts may be rescinded from amounts provided under any appropriation ,act 7as defined in section #c of the ,congressional ,budget and ,impoundment ,control ,act of #aigd 7#b ,u4,s4,c4 #fbb77 for fiscal years #bjbf or #bjbg1 unless the rescission is made through an appropriation ,act4
