program1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,youth,build for the ,future ,act4 #b4 ,youth,build program ,section #aga of the ,workforce ,innovation and ,opportunity ,act 7#bi ,u4,s4,c4 #cbbf7 is amended-- 7#a7 in subsection 7c7-- 7,a7 by amending paragraph 7#a7 to read as follows3 7#a7 ,reservation2 amount of grants 7,a7 ,reservation ,in any fiscal year in which the amount appropriated to carry out this section is greater than #abe1jjj1jjj1 the ,secretary shall reserve #bj percent of the portion of such amount that is greater than #abe1jjj1jjj for-- 7i7 grants to applicants that are located in rural areas 7as defined by the ,secretary72 and 7ii7 grants for programs operated by a tribe1 organization1 or entity described in section #aff7;c7 or for the benefit of ,indians1 ,alaska ,natives1 or ,native ,hawaiians 7as the #c terms are defined in section #aff7;b77 for the purpose of carrying out ,youth,build programs approved under this section4 7,b7 ,amount of grants ,after making the reservation described in subparagraph 7,a71 the ,secretary may use the remaining amount appropriated to carry out this section to make grants to applicants for the purpose of carrying out ,youth,build programs approved under this section4 2 7,b7 in paragraph 7#b7-- 7i7 in subparagraph 7,a71 in clause 7iv77,,ii71 by striking language2 and 7ii7 by adding at the end the following3 7,i7 ,provision of meals and other food assistance that is offered to participants in conjunction with another activity described in this paragraph4 7,j7 ,informing participants of their eligibility1 and assisting participants in applying1 for ,federal and ,state means tested benefit programs1 such as the supplemental nutrition assistance program established under the ,food and ,nutrition ,act of #bjjh 7#g ,u4,s4,c4 #bjaa et seq471 and assistance provided by the ,state through the ,child ,care and ,development ,block ,grant ,act of #aiij 7#db ,u4,s4,c4 #iheg et seq474 7,k7 ,supportive services for individuals with disabilities to ensure such individuals may fully participate in a ,youth,build program4 2 and 7,c7 by adding at the end the following3 7#f7 ,use of funds for match ,an entity which receives a grant under this section may use a portion of such grant funds to meet all or a portion of the requirement to provide matching funds under section #aba7;e7 of the ,national and ,community ,service ,act of #aiij 7#db ,u4,s4,c4 #abega7;e77 or any other such requirements under such ,act 7#db ,u4,s4,c4 #abeja et seq471 if the funds are used consistent with the requirements described under subsection 7e77#c74 2 7#b7 in subsection 7e77#a7-- 7,a7 in subparagraph 7,a77ii71 by striking youth offender and inserting youth justice-involved individual2 and 7,b7 in subparagraph 7,b77i71 by striking are basic skills deficient and inserting have foundational skill needs2 7#c7 in subsection 7f71 by adding at the end the following3 7#c7 ,consultation ,in establishing expected levels of performance under paragraph 7#a71 the ,secretary shall consult1 on not less than an annual basis1 with entities carrying out ,youth,build programs to ensure such levels of performance account for the workforce development and postsecondary education experiences of youth served by such programs4 2 7#d7 in subsection 7g71 by adding at the end the following3 7#d7 ,annual release of ,funding ,opportunity ,announcement ,the ,secretary shall1 to the greatest extent practicable1 announce new funding opportunities for grants under this section during the same time period each year such grants are announced4 7#e7 ,state wage data ,a ,state receiving grants under this section shall facilitate access for entities carrying out ,youth,build programs in the ,state to wage data of participants in ,youth,build programs for the purpose of meeting the requirements of this section4 ,such facilitation shall not reduce any protections afforded by the ,state which protect the privacy of participant information4 2 and 7#e7 by amending subsection 7i7 to read as follows3 7i7 ,authorization of appropriations ,there are authorized to be appropriated to carry out this section-- 7#a7 #aei1ejj1jjj for fiscal year #bjbg2 7#b7 #afg1ejj1jjj for fiscal year #bjbh2 7#c7 #age1ijj1jjj for fiscal year #bjbi2 7#d7 #ahd1gjj1jjj for fiscal year #bjcj2 7#e7 #aic1jjj1jjj for fiscal year #bjca2 and 7#f7 #bjc1fjj1jjj for fiscal year #bjcb4 4 #c4 ,youth,build employer partnerships 7a7 ,partnership ,subtitle ,d of title ,i of the ,workforce ,innovation and ,opportunity ,act is amended by inserting after section #aga 7#bi ,u4,s4,c4 #cbbf7 the following3 #aga;,a4 ,youth,build employer partnerships 7a7 ,in general ,using funds appropriated under section #agb7;e71 the ,secretary shall award grants to eligible consortia for the purposes of developing partnerships1 and developing1 implementing1 and expanding1 through those partnerships1 employment and training opportunities for participants of ,youth,build programs4 7b7 ,eligible consortia ,to be eligible to receive a grant under this section1 a consortium shall consist of-- 7#a7 an entity carrying out a ,youth,build program2 and 7#b7 a public or private employer in the ,state1 region1 or local area where such program is located4 7c7 ,application ,to be eligible to receive a grant under this section1 such a consortium shall submit an application at such time1 in such form1 and containing such information as the ,secretary may require1 including-- 7#a7 a description of the results of a needs assessment completed by such consortium on the needs of employers in the proposed service area for employees and of participants in the ,youth,build program for employment2 7#b7 a description1 listing the members1 of any partnerships that the consortium may utilize to carry out employment and training opportunities under this section2 7#c7 based on the results of the needs assessment described under paragraph 7#a7 and the potential partnership described under paragraph 7#b71 a description of the proposed uses of the grant funds by such consortium2 and 7#d7 a description of how the consortium will evaluate the effectiveness of the employment and training opportunities the consortium plans to provide under this section4 7d7 ,priority ,in making grants under this section1 the ,secretary shall give priority to eligible entities that propose to carry out a partnership with a joint labor-management apprenticeship program4 7e7 ,uses of funds ,a consortium that receives a grant under this section shall use the funds from such grant to develop a partnership1 or to develop1 implement1 or expand1 through those partnerships1 employment and training opportunities for participants in the ,youth,build program4 ,such employment and training opportunities shall be aligned with the characteristics of the labor market in the proposed service area and meet the needs of employers in such area4 4 7b7 ,authorization of appropriations ,section #agb of the ,workforce ,innovation and ,opportunity ,act is amended-- 7#a7 by redesignating subsections 7e7 and 7f7 as subsections 7f7 and 7g71 respectively2 and 7#b7 by inserting after subsection 7d7 the following3 7e7 ,youth,build employer partnership ,there is authorized to be appropriated #bj1jjj1jjj for each of fiscal years #bjbg through #bjcb to carry out section #aga;,a4 4 7c7 ,table of contents ,the table of contents in section #a7;b7 of the ,workforce ,innovation and ,opportunity ,act is amended by
