leadership ,the term key agency         
leadership means the ,administrator and 
the ,under ,secretary1 in consultation  
with the ,commissioner of ,u4,s4        
,customs and ,border ,protection and the

 ,red snapper ,the term red snapper     
means the species ,lutjanus campechanus4
  7#f7 ,tuna ,the term tuna means the   
following species of tuna3  7,a7 ,bigeye

7#g7 ,under ,secretary ,the term ,under 
,secretary means the ,under ,secretary  
of ,commerce for ,standards and         
,technology4  7b7 ,standard methodology 
for identification  7#a7 ,in general    
,key agency leadership shall jointly    
develop a standard methodology1 based on
 chemical analysis1 for identifying the 
country of origin of seafood to support 
enforcement against ,,iuu fishing and   
seafood fraud4  7#b7 ,requirements ,key 
agency leadership shall ensure that the 
methodology developed under this        
subsection--  7,a7 is consistent with   
the needs of ,federal and ,state law    
enforcement agencies in combating ,,iuu 
fishing and seafood fraud2  7,b7        

minimizes processing time2  7,c7        
involves the use of a field kit that can
 be easily carried by one individual2   
and  7,d7 to the extent practicable1 can
 be used to test prepared food1         
including raw preparations of seafood1  
such as ceviche1 sashimi1 sushi1 and    
poke4  7#c7 ,initial species for        
identification ,in developing the       
methodology under this subsection1 key  
agency leadership shall conduct pilot   
studies on red snapper1 as an example of
 a stationary stock1 and tuna1 as an    
example of a highly migratory stock4    
7c7 ,report ,not later than #b years    
after the date of the enactment of this 
,act1 the ,under ,secretary shall submit
 to the appropriate committees of       
,congress a report that includes the    
following3  7#a7 ,a summary of the      
methodology developed under subsection  
7b74  7#b7 ,a plan for operationalizing 
such methodology4  7#c7 ,if the ,under  
,secretary determines any aspect of such
 methodology is impractical1 an         

explanation relating thereto1 whether   
additional research would make          
developing such a methodology           
practicable1 and whether a different    
approach other than chemical analysis   
might be practicable4  ,clerk4
