of section #g of this ,act2 and 7,b7 with respect to a complaint alleging a violation of the ,violence ,against ,women ,act 7#cd ,u4,s4,c4 #abbia et seq471 means a covered housing program1 as defined in section #dadaa of such ,act 7#cd ,u4,s4,c4 #abdia74 7#c7 ,department ,the term ,department means the ,department of ,housing and ,urban ,development4 7#d7 ,secretary ,the term ,secretary means the ,secretary of ,housing and ,urban ,development4 #d4 ,mission of the ,department of ,housing and ,urban ,development ,section #b of the ,department of ,housing and ,urban ,development ,act 7#db ,u4,s4,c4 #ceca7 is amended-- 7#a7 in the section heading1 by inserting 2 mission of department after purpose2 7#b7 by inserting 7a7 ,purpose4-- after ,sec4 #b42 and 7#c7 by adding at the end the following3 7b7 ,mission of ,department ,the mission of the ,department of ,housing and ,urban ,development shall be to create strong1 sustainable1 inclusive communities and quality affordable homes for all4 ,the ,department of ,housing and ,urban ,development shall work to strengthen the housing market to bolster the economy and protect consumers1 meet the need for quality affordable rental homes1 utilize housing as a platform for improving quality of life1 build inclusive and sustainable communities free from discrimination1 and transform the way the ,department does business4 4 #e4 ,implementation of affirmatively furthering fair housing regulation ,not later than #ij days after the date of enactment of this ,act1 the ,secretary shall carry out the following3 7#a7 ,repeal the interim final rule issued on ,march #c1 #bjbe1 entitled ,affirmatively ,furthering ,fair ,housing ,revisions4 7#b7 ,issue a rule that defines affirmatively furthering fair housing in the following manner3 7,a7 ,affirmatively furthering fair housing means-- 7i7 taking meaningful actions1 in addition to combating discrimination1 that overcome patterns of segregation and foster inclusive communities free from barriers that restrict access to opportunity based on protected characteristics2 and 7ii7 in particular1 taking meaningful actions that1 taken together1 address significant disparities in housing needs and in access to opportunity1 replacing segregated living patterns with truly integrated and balanced living patterns1 transforming racially or ethnically concentrated areas of poverty into areas of opportunity1 and fostering and maintaining compliance with civil rights and fair housing laws4 7,b7 ,the duty to affirmatively further fair housing extends to all of a program participant's activities and programs relating to housing and urban development4 #f4 ,review of online complaints of violations of ,fair ,housing ,act ,not later than #ahj days after the date of enactment of this ,act1 the ,secretary shall submit to ,congress a report that includes-- 7#a7 a review of the complaints filed with the ,secretary under section #haj of the ,fair ,housing ,act 7#db ,u4,s4,c4 #cfaj7 during the #e-year period preceding the date of enactment of this ,act that alleged a discriminatory housing practice involving a digital platform or artificial intelligence1 including any artificial intelligence used for-- 7,a7 advertisement delivery and targeting2 7,b7 tenant screening2 7,c7 automated mortgage underwriting2 7,d7 dynamic pricing of real estate2 and 7,e7 real estate listings2 and 7#b7 an analysis of trends and risks related to-- 7,a7 discrimination that occurs in connection with the use of digital platforms to rent or purchase housing2 7,b7 the sufficiency of the ,fair ,housing ,act 7#db ,u4,s4,c4 #cfja et seq47 to remedy discrimination during the rental or purchase of housing through digital platforms2 and 7,c7 steps the ,secretary plans to take to address that discrimination4 #g4 ,publicly available database for fair housing complaints ,the ,secretary shall develop1 and update on a quarterly basis1 a database that is publicly available on a website of the ,department that includes1 subject to applicable confidentiality constraints1 the following3 7#a7 ,the total number of complaints alleging violations of the ,fair ,housing ,act 7#db ,u4,s4,c4 #cfja et seq47 that were received by the ,secretary1 disaggregated with respect to both number and percentage1 by each protected class established under such ,act4 7#b7 ,the number and percentage of the total number of complaints that allege violations of the ,violence ,against ,women ,act of #aiid 7#cd ,u4,s4,c4 #abbia et seq474 7#c7 ,the number and percentage of the total number of complaints referred to in paragraphs 7#a7 and 7#b7 that-- 7,a7 were made by persons experiencing homelessness2 7,b7 were made by tenants2 and 7,c7 were made by persons who have applied for covered housing1 disaggregated by each specific type of covered housing for which such person applied4 7#d7 ,for each ,state1 the number and percentage of the total number of complaints referred to in paragraphs 7#a7 and 7#b7 that were made by residents of such ,state4 7#e7 ,the number and percentage of the total number complaints referred to in paragraphs 7#a7 and 7#b7 that alleged that the complainant was retaliated against after reporting the alleged violation and1 of such number1 the number and percentage that alleged that the complainant was evicted for any retaliatory reason4 7#f7 ,the status of the complaints referred to in paragraphs 7#a7 and 7#b71 including a detailed description of the resolutions and remedies provided and1 for complaints that were administratively closed1 of the reasons for such closures4 7#g7 ,the number and percentage of the total number of complaints referred to in paragraph 7#a7 that were received by-- 7,a7 ,state agencies assisted under the ,fair ,housing ,assistance ,program authorized under section #haj of the ,fair ,housing ,act 7#db ,u4,s4,c4 #cfaj72 and 7,b7 local agencies assisted under the ,fair ,housing ,initiatives ,program authorized under section #hag of such ,act 7#db ,u4,s4,c4 #cfaf74 7#h7 ,the number and percentage of the total number of complaints referred to in paragraph 7#a7 that ended in a reasonable cause charge by the ,secretary or were referred to the ,attorney ,general by the ,secretary4 7#i7 ,the number and percentage of the total number of complaints referred to in paragraph 7#a7 received by the ,attorney ,general that were not referred to the ,attorney ,general by the ,secretary4
