assistance4  #a4 ,short title ,this ,act
 may be cited as the ,recouping         
,educational ,contributions ,linked to  
,antisemitic ,institutional ,misconduct 
,act or the ,,reclaim ,act4  #b4 ,effect
 on entire program of termination of or 
refusal to grant or to continue         
assistance ,section #fjb of the ,civil  
,rights ,act of #aifd 7#db ,u4,s4,c4    
#bjjj;d-#a7 is amended1 in paragraph    
7#a7 of the third sentence1 by striking 
shall be limited in its effect to the   
particular program1 or part thereof1 in 
which such noncompliance has been so    
found1 and inserting shall apply to the 
entire program or activity in which such

 noncompliance has been so found14  #c4 
,recouping certain payments of ,federal 
financial assistance ,section #fjb of   
the ,civil ,rights ,act of #aifd 7#db   
,u4,s4,c4 #bjjj;d-#a7 is amended1 in the
 third sentence-- 7#a7 by redesignating 
paragraph 7#b7 as paragraph 7#c72 and   
7#b7 by inserting after found1 the      
following3 7#b7 by requiring a recipient
 to repay the amount of any ,federal    
financial assistance provided to the    
recipient for a program or activity for 
a fiscal year during which the recipient
 is found 7in accordance with the       
procedures described in paragraph 7#a77 
to be in such noncompliance concerning  
the program or activity 7without regard 
to whether the ,federal financial       
assistance has been expended71 which    
shall be collected as a claim of the    
,united ,states ,government in          
accordance with chapter #cg of title    
#ca1 ,united ,states ,code14  #d4 ,limit
 on ,federal financial assistance after 
certain injunctions ,section #fjc of the

 ,civil ,rights ,act of #aifd 7#db      
,u4,s4,c4 #bjjj;d-#b7 is amended-- 7#a7 
in the first sentence1 by striking ,any 
and inserting 7a7 ,any2 and  7#b7 by    
adding at the end the following3  7b7   
,if a court issues an injunction in a   
case1 for a claim in which a recipient  
of ,federal financial assistance for a  
program or activity is alleged to be in 
violation of this title-- 7#a7 the      
,federal department or agency empowered 
to extend the ,federal financial        
assistance shall not provide any        
,federal financial assistance to the    
recipient until the earlier of-- 7,a7   
the date on which the court certifies   
that the recipient is in compliance with
 the injunction2 or  7,b7 the date that 
is #a year after the date of issuance of
 the injunction2  7#b7 the ,federal     
department or agency shall notify the   
other ,federal departments and agencies 
covered by this title of the injunction2
 and  7#c7 those ,federal departments   
and agencies shall not provide any      

,federal financial assistance to the    
recipient until the earlier of the dates
 specified in paragraph 7#a74  4
