or mortality as a result of being a victim of intimate partner violence4 #a4 ,short title ,this ,act may be cited as the ,protect ,moms ,from ,domestic ,violence ,act4 #b4 ,study by ,national ,academy of ,medicine 7a7 ,in general ,the ,secretary of ,health and ,human ,services shall seek to enter into an arrangement with the ,national ,academy of ,medicine 7or1 if the ,academy declines to enter into such arrangement1 another appropriate entity7 to study how domestic violence1 dating violence1 sexual assault1 stalking1 human trafficking1 sex trafficking1 child sexual abuse1 forced marriage1 reproductive coercion1 intergenerational violence1 trauma1 or psychiatric disorders impact risk for maternal morbidity and maternal mortality1 including intimate partner homicide4 7b7 ,topics ,the study under subsection 7a7 shall-- 7#a7 examine-- 7,a7 whether and how domestic violence1 dating violence1 sexual assault1 stalking1 human trafficking1 sex trafficking1 child sexual abuse1 forced marriage1 reproductive coercion1 intergenerational violence1 trauma1 or psychiatric disorders increase the risk of suicide1 homicide1 substance use1 drug overdose1 or poor birth outcomes among pregnant and postpartum persons2 and 7,b7 the extent to which domestic violence1 dating violence1 sexual assault1 stalking1 human trafficking1 sex trafficking1 child sexual abuse1 forced marriage1 reproductive coercion1 intergenerational violence1 trauma1 or psychiatric disorders are social determinants of health2 and 7#b7 give particular focus to impacts among diverse communities1 including ,black and ,african ,american1 ,hispanic and ,latino1 ,american ,indian1 ,native ,hawaiian1 ,pacific ,islander1 ,alaskan ,native1 and ,,lgbtqia#b,s birthing persons1 and adolescent mothers4 #c4 ,grants for innovative approaches ,to improve maternal and child health outcomes 7a7 ,in general ,the ,secretary of ,health and ,human ,services1 acting through the ,administrator of the ,health ,resources and ,services ,administration1 and in collaboration with the ,assistant ,secretary of the ,administration for ,children and ,families1 the ,director of the ,indian ,health ,service1 the ,assistant ,secretary for ,mental ,health and ,substance ,use1 and the ,secretary of ,veterans ,affairs1 shall award grants to eligible entities for developing and implementing innovative approaches1 including culturally relevant public and provider education campaigns1 to improve maternal and child health outcomes of victims of domestic violence1 dating violence1 sexual assault1 stalking1 human trafficking1 sex trafficking1 child sexual abuse1 forced marriage1 reproductive coercion1 intergenerational violence1 trauma1 or psychiatric disorders4 7b7 ,report to ,congress on best practices ,not later than #c years after the date of enactment of this ,act1 and every #c years thereafter1 the ,secretary of ,health and ,services shall report to ,congress on best practices for developing and implementing innovative approaches described in subsection 7a74 7c7 ,eligible entity ,to seek a grant under this section1 an entity shall be-- 7#a7 a ,state1 local governmental entity1 or federally recognized ,tribal government2 7#b7 a nonprofit organization or community-based organization that provides prevention or intervention services related to domestic violence1 dating violence1 sexual assault1 stalking1 human trafficking1 sex trafficking1 child sexual abuse1 forced marriage1 reproductive coercion1 intergenerational violence1 trauma1 or psychiatric disorders2 7#c7 an ,indian ,tribe1 ,tribal organization1 or ,urban ,indian organization 7as such terms are defined in section #d of the ,indian ,health ,care ,improvement ,act 7#be ,u4,s4,c4 #afjc772 7#d7 a ,tribal epidemiology center described in section #bad of the ,indian ,health ,care ,improvement ,act 7#be ,u4,s4,c4 #afbam72 7#e7 a ,federally qualified health center 7as defined in section #ahfa7;aa7 of the ,social ,security ,act 7#db ,u4,s4,c4 #aciex7aa772 7#f7 a clinic certified as a certified community behavioral health clinic pursuant to section #bbc of the ,protecting ,access to ,medicare ,act of #bjad 7#db ,u4,s4,c4 #acif;a72 7#g7 an entity1 the principal purpose of which is to provide health care1 such as a hospital1 clinic1 health department1 or freestanding birth center2 7#h7 an institution of higher education 7as defined in section #aja of the ,higher ,education ,act of #aife 7#bj ,u4,s4,c4 #ajja772 7#i7 a substance use disorder treatment program with specialized services for parents2 or 7#aj7 a hospital or other health care facility of the ,department of ,veterans ,affairs4 7d7 ,priority in awarding grants ,in awarding grants under this section1 the ,secretary of ,health and ,human ,services shall give priority to applicants proposing-- 7#a7 to address domestic violence1 dating violence1 sexual violence1 and mental health and substance use disorders among pregnant persons2 7#b7 to address issues relating to people experiencing domestic violence and sexual violence who are pregnant1 persons at risk for becoming pregnant due to violence or abuse1 and postpartum persons experiencing violence2 7#c7 to develop or implement innovative approaches1 including cultural bias training1 antiracism training or implicit bias interruption or reduction strategies1 and strategies to identify and prevent domestic violence within all racial1 cultural1 ethnic and community groups1 including ,black or ,african ,american1 ,hispanic or ,latino1 ,american ,indian1 ,native ,hawaiian1 ,pacific ,islander1 ,alaskan ,native1 and ,,lgbtqia#b,s persons2 7#d7 to develop or implement innovative approaches at ,tribal epidemiology centers2 7#e7 to develop or implement innovative approaches relating to the improvement of maternal health surveillance2 or 7#f7 to facilitate shared learning and dissemination of information through convening meetings with other grant recipients under this section4 7e7 ,authorization of appropriations ,to carry out this section1 there is authorized to be appropriated #ae1jjj1jjj for each of fiscal years #bjbg through #bjbi4 #d4 ,guidance ,not later than #b years after the date of enactment of this ,act1 the ,secretary of ,health and ,human ,services shall publish and disseminate to ,states1 ,indian ,tribes1 territories1 health care providers1 and managed care entities guidance on-- 7#a7 developing protocols on and providing-- 7,a7 universal education on healthy relationships and intimate partner violence2 7,b7 routine assessment of intimate partner violence and mental and behavioral health conditions2 and 7,c7 health promotion and strategies for trauma-informed care plans2 and 7#b7 creating sustainable partnerships between health care providers and community-based organizations that address domestic violence1 dating violence1 sexual assault1 stalking1 human trafficking1 sex trafficking1 child sexual abuse1 forced marriage1 reproductive coercion1 or intergenerational violence4 #e4 ,definitions ,in this ,act3 7#a7 ,freestanding birth center ,the term freestanding birth center has the meaning given that term in section #aije7l7 of the ,social ,security ,act 7#db ,u4,s4,c4 #acif;d7#a774 7#b7 ,maternal morbidity ,the term maternal morbidity means a health condition1 including a mental health condition or substance use disorder1 that-- 7,a7 is attributed to or aggravated by pregnancy or childbirth2 and 7,b7 results in significant short-term or long-term consequences to the health of the individual who was pregnant4 7#c7 ,maternal mortality ,the term maternal mortality-- 7,a7 means death that-- 7i7 occurs during1 or within the #a-year period after1 pregnancy2 and 7ii7 is attributed to or aggravated by pregnancy-related or childbirth complications2 and 7,b7 includes a suicide1 drug overdose death1 homicide 7including a domestic violence-related homicide71 or other death resulting from a mental health or substance use disorder attributed to or aggravated by pregnancy-related or childbirth complications4 7#d7 ,postpartum ,the term postpartum means the #ab-month period following childbirth4
