benefits furnished by the ,secretary of 
,veterans ,affairs1 and for other

may be cited as the ,securing the       
,rights our ,veterans ,earned ,act or   
the ,,serve ,act4  #b4 ,extension to    
former members of the ,armed ,forces1   
discharged on the basis of sexual       
orientation or gender identity1 of      
certain benefits furnished by the       
,secretary of ,veterans ,affairs  7a7   
,hospital care and medical services

,united ,states ,code1 is amended--     
7#a7 in the matter preceding            
subparagraph 7,a71 by striking any      
veteran2  7#b7 in subparagraph 7,a71 by 
inserting any veteran before who has2   
7#c7 in subparagraph 7,b71 by inserting 
any veteran before whose2  7#d7 in      
subparagraphs 7,c71 7,d71 and 7,e71 by  
inserting any veteran before who is2    
7#e7 in subparagraph 7,f7-- 7,a7 by     
inserting any veteran before who is2 and
  7,b7 by striking 2 or and inserting a 
semicolon2  7#f7 in subparagraph 7,g7-- 
7,a7 by inserting any veteran before who
 is2 and  7,b7 by striking the period at
 the end and inserting 2 and2 and  7#g7 
by adding at the end the following new  
subparagraph3  7,h7 a former member of  
the ,armed ,forces who1 by reason of    
sexual orientation or gender identity   
7including a diagnosis of gender

entry-level separation2  7ii7 a         
discharge under honorable conditions2 or

,center readjustment counseling and     
related mental health services ,section

amended by adding at the end the        

following new paragraph3  7#ab7 ,an     
individual described in section

7e7 ,housing loans ,section             
#cgjb7;a77#b7 of such title is amended  
by adding at the end the following new  
subparagraph3  7,h7 ,each individual    
described in section #agaj7;a77#b77;,h7 
of this title4  4  7f7 ,outreach ,the   
,secretary of ,veterans ,affairs shall  
conduct outreach to notify individuals  
described in section #agaj7;a77#b77;,h7 
of such title1 as added by subsection   
7a71 and entities including veterans    
service organizations and military      
service organizations1 of benefits      
available to such individuals under the 
amendments made by this section4  7g7   
,report ,not later than #ae months after
 the date of the enactment of this ,act1
 the ,secretary shall submit to the     
,committees on ,veterans' ,affairs of   
the ,senate and ,house of               
,representatives a report on benefits   
provided individuals pursuant to        

amendments made by this ,act during the 
year after such date4 ,such report shall
 include the number of such individuals 
who received such benefits1             
disaggregated by demographic categories4
