 from coastwise laws for vessels        
transporting crude oil and petroleum    
products  7a7 ,general eligibility      
requirements ,section #abajc of title   
#df1 ,united ,states ,code1 is amended  
by adding at the end the following3  7d7
 ,exception for vessels transporting    
crude oil and petroleum products  7#a7  
,in general ,notwithstanding subsection 
7a71 a certificate of documentation may 
be issued under this chapter for any    

vessel transporting crude oil and       
petroleum products4  7#b7 ,certain      
vessels excluded ,paragraph 7#a7 shall  
not apply to--  7,a7 a vessel that is   
owned1 in whole or in part1 by-- 7i7 a  
,russian national2 or  7ii7 the         
,government of the ,russian ,federation2
 and  7,b7 a ,russian-flagged vessel2   
7,c7 a vessel for which any crewmember  
is a ,russian national2  7,d7 a vessel  
that is owned1 in whole or in part1 by--
  7i7 a ,chinese national2 or  7ii7 the 
,people's ,republic of ,china2  7,e7 a  
,chinese-flagged vessel2 or  7,f7 a     
vessel for which any crewmember is a    
,chinese national4  4  7b7 ,coastwise   
endorsement ,section #abaab7;a77#b77;,b7

 amended-- 7#a7 in clause 7ii7 by       
striking or at the end2  7#b7 in clause 
7iii7 by striking and at the end and
