provisions relating to rural            
decentralized water systems grants4  #a4
 ,rural decentralized water systems     
grant program modifications ,section    
#cjf;,e of the ,consolidated ,farm and  
,rural ,development ,act 7#g ,u4,s4,c4  
#aibf;e7 is amended-- 7#a7 by striking  
the section designation and heading and 
all that follows through the end of     
subsection 7b77#a7 and inserting the    
following3  #cjf;,e4 ,grants to         
nonprofit organizations making loans and
 subgrants for construction1            
refurbishing1 and servicing of          
individually owned household water well 
systems and household decentralized     

wastewater systems in rural areas  7a7  
,grants to nonprofit organizations ,the 
,secretary may provide grants to private
 nonprofit organizations for the purpose
 of providing subgrants and loans in    
accordance with subsection 7b7 to       
individuals for the construction1       
refurbishing1 and servicing of          
individual household water well systems 
and individually owned household        
decentralized wastewater systems in     
rural areas that are or will be owned by
 the individuals4  7b7 ,loans and       
subgrants to individuals  7#a7 ,in      
general ,a nonprofit organization shall 
use grant amounts received under        
subsection 7a7 to provide--  7,a7       
subgrants for use in accordance with    
this section to individuals residing in 
the service area of the nonprofit       
organization who are members of a       
household with a combined income 7for   
the most recent #ab-month period for    
which the information is available7 that
 is less than #fj percent of the median 

nonmetropolitan household income for the
 area1 according to the most recent     
decennial census2 and  7,b7 loans for   
use in accordance with this section to  
individuals residing in the service area
 of the nonprofit organization who are  
members of a household with a combined  
income 7for the most recent #ab-month   
period for which the information is     
available7 that is #fj percent or more  
of the median nonmetropolitan household 
income for the area1 according to the   
most recent decennial census4  2  7#b7  
in subsection 7b7-- 7,a7 in paragraph   
7#b77;,b71 by striking #ae1jjj and      
inserting #bj1jjj2 and  7,b7 by adding  
at the end the following3  7#e7 ,funding
 to cover cost of performance warranties
 ,a subgrant provided to an individual  
under this subsection for an            
individually owned household            
decentralized wastewater system may     
include sufficient additional funding to
 cover the cost of a performance        
warranty with a duration of at least #e 

years4  2 and  7#c7 in subsection 7d71  
by striking #bjbc and inserting #bjca4
