following bill2 which was referred to the ,committee on ,energy and ,commerce ,a ,,bill ,to study and modernize the measurement and reporting of ,united ,states energy use1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,modernizing ,,eia ,tracking and ,reporting to ,increase ,consistency ,act or the ,,metric ,act4 #b4 ,purpose and findings 7a7 ,purpose ,the purpose of this ,act is to improve the energy performance1 transparency1 and decision-making of the ,united ,states by modernizing how the ,united ,states measures and accounts for gross amount of energy input into the national energy system4 7b7 ,findings ,congress finds that-- 7#a7 historical measures of primary energy were developed for economies dominated by combustion-based fuels and do not accurately capture the efficiency or system value of noncombustion energy sources2 7#b7 differences in how primary energy are measured across fuel and renewable systems obscure trends in electrification1 decarbonization1 and energy productivity1 hindering effective policymaking and misinforming researchers1 market participants1 and the public2 and 7#c7 enhancing national energy accounting through improved data collection1 modeling1 and transparency will strengthen evidence-based policymaking1 support market efficiency1 and better align ,united ,states statistics with the energy transition4 #c4 ,modernizing energy metrics 7a7 ,study on primary energy indicators 7#a7 ,required study ,the ,secretary of ,energy1 with support from the ,administrator of the ,energy ,information ,administration and relevant offices within the ,department of ,energy1 shall conduct a comprehensive study on the validity1 limitations1 and potential alternatives to the use of the indicators for primary energy in national energy accounting4 7#b7 ,scope of study ,the study shall include-- 7,a7 an evaluation of the conceptual basis and historical rationale for the current indicator for primary energy calculated and reported by the ,energy ,information ,administration2 7,b7 an assessment of the limitations of primary energy accounting in accurately reflecting energy efficiency1 energy transitions1 and the value and comparability of combustible and noncombustible energy sources2 7,c7 an analysis of alternative indicators and their suitability for integration into national energy statistics2 7,d7 a review of international best practices for energy accounting1 including methodologies used by the ,international ,energy ,agency and peer nations2 and 7,e7 recommendations for improvements or replacements to the primary energy indicator that better align with national goals for energy efficiency1 electrification1 decarbonization1 and economic productivity4 7#c7 ,report to ,congress ,not later than #ah months after the date of enactment of this ,act1 the ,secretary of ,energy shall submit to the ,committee on ,energy and ,commerce of the ,house of ,representatives and the ,committee on ,energy and ,natural ,resources of the ,senate a report containing the findings and recommendations of the study required under paragraph 7#a74 7b7 ,complementary incident energy statistics ,section #bje of the ,department of ,energy ,organization ,act 7#db ,u4,s4,c4 #gace7 is amended by adding at the end the following3 7n7 ,incident energy statistics 7#a7 ,requirement ,the ,administrator shall develop1 collect1 analyze1 and report on incident energy4 7#b7 ,measurement and estimation 7,a7 ,data derived from surveys ,to the extent feasible1 under paragraph 7#a71 the ,administrator shall collect1 through surveys1 reporting requirements1 or other data-collection mechanisms1 data representing the amount of incident energy1 consistent with the approaches used to evaluate primary energy for thermal energy sources4 7,b7 ,derived estimates ,with respect to energy sources for which it is not feasible to collect data under subparagraph 7,a71 the ,administrator shall develop and publish model-based estimates or analytical approximations of the amount of incident energy1 updated on an annual basis1 based on-- 7i7 data collected through new or existing surveys of manufacturers1 operators1 or users of energy conversion technologies2 7ii7 physical models or statistical analyses developed or adopted by the ,energy ,information ,administration2 and 7iii7 information derived from ,federal research institutions1 ,national ,laboratories1 the ,national ,aeronautics and ,space ,administration1 the ,national ,oceanic and ,atmospheric ,administration1 or other appropriate entities using remote sensing1 satellite imagery1 or comparable observational techniques1 as may be necessary4 7#c7 ,integration and publication 7,a7 ,in general ,the ,administrator shall include the data on the amount of incident energy included in each report required by paragraph 7#a7 in the existing reports or other products published by the ,energy ,information ,administration that include primary energy and final energy statistics in a manner that enables side-by-side comparison of energy-conversion efficiency and system performance4 7,b7 ,public availability ,the ,administrator shall make all data1 assumptions1 and methods used under this subsection for purposes of developing1 collecting1 analyzing1 and reporting on incident energy publicly available in machine-readable formats and shall describe the degree of uncertainty or approximation associated with the estimates and analytical approximations developed and published under paragraph 7#b77;,b74 7#d7 ,relationship to existing statistics ,this subsection shall not be construed to affect how the ,energy ,information ,administration defines or reports primary energy as of the date of enactment of this subsection4 7#e7 ,definitions ,in this subsection3 7,a7 ,energy conversion ,the term energy conversion means any physical1 chemical1 or mechanical process by which energy is transformed from one form to another for the purpose of producing electricity1 heat1 mechanical work1 chemical energy1 or another usable or storable form of energy4 7,b7 ,final energy ,the term final energy-- 7i7 means energy in the form delivered to end users for consumption in buildings1 transportation1 industrial processes1 or other sectors2 and 7ii7 includes electricity1 pipeline gas1 gasoline1 diesel1 hydrogen1 and district heat4 7,c7 ,incident energy ,the term incident energy-- 7i7 means the total energy entering an energy conversion technology or system from natural or environmental sources1 including both thermal and nonthermal forms1 before any transformation or conversion losses occur2 and 7ii7 includes energy from combustible fuels1 biomass1 nuclear materials1 solar radiation1 wind1 geothermal heat1 hydroelectric potential1 and other renewable or nonrenewable resources4 4
