 which was referred to the ,committee on
 the ,judiciary  ,a ,,bill  ,to amend   
title #cf1 ,united ,states ,code1 to    
provide that a national governing body  
shall have as an eligibility criteria   
related to participation in the ,olympic
 ,games1 a requirement that an amateur  
athlete may only participate in events  
corresponding to the sex of such        
athlete1 and for other purposes4  #a4   
,short title  ,this ,act may be cited as
 the ,securing ,actual ,female ,events  
in ,olympic ,sports ,act or the ,,safe  
,olympic ,sports ,act4  #b4 ,requirement

 to participate in events corresponding 
to sex of athlete in the ,olympic ,games
  7a7 ,in general ,section #bbjebb of   
title #cf1 ,united ,states ,code1 is    
amended-- 7#a7 in paragraph 7#ae71 by   
inserting except as provided in         
paragraph 7#bj71 before does not have   
eligibility criteria2  7#b7 in paragraph
 7#ah71 by striking and at the end2     
7#c7 in paragraph 7#ai71 by striking the
 period at the end and inserting 2 and2 
and  7#d7 by adding at the end the      
following3  7#bj7 has as an eligibility 
criteria related to participation in the
 ,olympic ,games1 the ,paralympic       
,games1 the ,pan-,american ,games1 the  
,parapan ,american ,games1 or any other 
national1 regional1 ,state1 or local    
event or competition sanctioned by such 
organization 7including any national1   
regional1 ,state1 any local division    
thereof71 a requirement that an amateur 
athlete may only participate in events  
and competitions corresponding to the   
sex of such athlete4  4  7b7

amended by adding at the end the        
following3  7#ab7 sex means a person's  
immutable biological classification as  
either male or female1 as biologically  
determined4  7#ac7 male means a person  
belonging1 at conception1 to the        
biological sex characterized by a       
reproductive system with the biological 
function of producing sperm4  7#ad7     
female means a person belonging1 at     
conception1 to the biological sex       
characterized by the reproductive system
 with the biological function of        
producing eggs4  4  #c4 ,granting       
sanctions for amateur athletic          
competitions #bbjebe of title #cf1      
,united ,states ,code1 is amended by    
adding at the end the following3  7c7   
,continued sanctioning of certain       
competitions  7#a7 ,in general ,subject 
to section #bbjebb7bj71 for the sport   
that it governs1 a national governing   
body 7including any national1 regional1 

,state1 any local division thereof7     
shall continue sanctioning an amateur   
athletic competition that--  7,a7 meets 
the requirements to be sanctioned under 
this section2  7,b7 is solely for       
competition among males or solely for   
competition among females2 and  7,c7 is 
a competition 7or a successor to a      
competition7 that the national governing
 body sanctioned during the #aj-year    
period prior to the date of enactment of
 this subsection4  7#b7 ,clarification  
for events previous sanctioned ,a       
national governing body may not rescind 
the sanctioning or alter the competition
 categories related to the sex of the   
athletes 7except to comply with section 
#bbjebb7bj77 of any event described in  
paragraph 7#a7 that the national        
governing body sanctioned prior to the  
date of enactment of this subsection and
 that has not taken place as of such    
date of enactment4  7#c7 ,rule of       
construction ,this subsection may not be
 construed to prohibit a national       

governing body from sanctioning an      
amateur athletic competition that is for
 competition among males and females4  4
