,migratory ,bird ,treaty ,act 7#af

the end the following3  7c7             
,clarification for authentic alaska     
native articles of handicraft  7#a7     

,definitions ,in this subsection3  7,a7 
,alaska native ,the term ,alaska ,native
 means a member of any ,indian ,tribe   
7as defined in section #d of the ,indian
 ,self-,determination and ,education    
,assistance ,act 7#be ,u4,s4,c4 #ecjd77 
that is based in the ,state of ,alaska1 
as verified through issuance of-- 7i7 a 
,tribal enrollment card2  7ii7 a        
,certificate of ,degree of ,indian      
,blood 7commonly known as a ,,cdib7 by  
the ,bureau of ,indian ,affairs2 or     
7iii7 a permit under the ,silver ,hand  
program of the ,alaska ,state ,council  
on the ,arts4  7,b7 ,authentic alaska   
native article of handicraft  7i7 ,in   
general ,the term authentic ,alaska     
,native article of handicraft means any 
item that is-- 7,i7 composed1 wholly or 
in a significant respect1 of natural    
materials that were found1 foraged1 or  
gifted2 and  7,,ii7 produced1 decorated1
 or fashioned in significant part-- 7aa7
 by an ,alaska ,native2  7bb7 in the    
exercise of traditional ,alaska ,native 

handicrafts2 and  7cc7 without the use  
of any mass copying device4  7ii7       
,inclusions ,the term authentic ,alaska 
,native article of handicraft includes--
 7,i7 any weaving1 carving1 stitching1  
sewing1 lacing1 beading1 drawing1 or    
painting that meets the criteria        
described in clause 7i72 and  7,,ii7 any
 item1 including clothing1 described in 
subclause 7,i7 that combines the        
techniques described in that subclause4 
7#b7 ,clarification for certain         
authentic alaska native articles of     
handicraft ,subject to paragraph 7#c7   
and notwithstanding any other provision 
of this ,act1 nothing in this ,act      
prohibits the possession1 offering for  
sale1 sale1 offering to barter1 barter1 
offering to purchase1 purchase1 delivery
 for shipment1 shipment1 causing to be  
shipped or delivered for transportation1
 transport1 causing to be transported1  
carrying1 causing to be carried1 or     
receiving for shipment1 transportation1 
or carriage of any authentic ,alaska    

,native article of handicraft on the    
basis that the authentic ,alaska ,native
 article of handicraft contains a       
nonedible migratory bird part4  7#c7    
,limitation ,this subsection does not   
apply to an authentic ,alaska ,native   
article of handicraft containing a part 
of a migratory bird that was taken in a 
wasteful or illegal manner4  4  7b7     
,administration ,not later than #ahj    
days after the date of enactment of this
 ,act--  7#a7 the ,secretary of ,state  
shall work with the ,secretary of the   
,interior to enter into appropriate     
bilateral procedures1 as necessary1 with
 countries that are parties to the      
treaties described in paragraphs 7#a7   
through 7#d7 of section #b to clarify   
the treatment of authentic ,alaska      
,native articles of handicraft 7as      
defined in subsection 7c77#a7 of section
 #b of the ,migratory ,bird ,treaty ,act
 7#af ,u4,s4,c4 #gjc77 containing       
nonedible migratory bird parts from the 
species of migratory birds listed in    

those treaties in accordance with the   
amendments made by subsection 7a72 and  
7#b7 the ,secretary of the ,interior    
shall modify any regulations            
implementing the ,migratory ,bird       
,treaty ,act 7#af ,u4,s4,c4 #gjc et     
seq471 as appropriate1 to implement the 
amendments made by this ,act4  7c7      
,technical amendment ,section #b7;a7 of 
the ,migratory ,bird ,treaty ,act 7#af  
,u4,s4,c4 #gjc7 is amended by inserting 
a comma after ,march #d1 #aigb4
