and for other purposes4  #a4 ,short     
title ,this ,act may be cited as the    
,indo-,pacific ,treaty ,organization    
,act4  #b4 ,findings ,congress finds the
 following3  7#a7 ,for years1 the       
,people's ,republic of ,china 7,china71 
has repeatedly exhibited aggressive and 
irresponsible behavior towards the      
,united ,states and its allies and      
partners in the ,indo-,pacific4 ,this   
includes establishing overseas military 
bases in the ,south ,china ,sea1        
deploying ships and planes near ,japan's
 ,senkaku ,islands1 invading ,taiwan's  
air space1 and sending a high-altitude  
surveillance balloon over the ,united   
,states4  7#b7 ,for years1 the          

,democratic ,people's ,republic of      
,korea 7,north ,korea7 has repeatedly   
exhibited aggressive and erratic        
behavior towards the ,united ,states and
 its allies and partners in the         
,indo-,pacific4 ,this includes          
conducting missile tests dangerously    
close to ,south ,korea and ,japan as    
well as deepening ties with the ,chinese
 ,communist ,party and other hostile    
regimes4  7#c7 ,both ,china and ,north  
,korea pose significant risks to        
regional security in the ,indo-,pacific1
 to ,united ,states security1 and to    
international security4  7#d7 ,it is    
critical that the ,united ,states work  
with allies and partners to proactively 
deter further aggression from ,china and
 ,north ,korea to preserve peace1 ensure
 prosperity1 and advance democracy4  #c4
 ,task force  7a7 ,establishment ,not   
later than #ahj days after the date of  
the enactment of this ,act1 the         
,president shall establish a task force1
 to be known as the ,task ,force on the 

,indo-,pacific ,treaty ,organization 7in
 this section referred to as the ,task  
,force7 to-- 7#a7 analyze the conduct of
 ,china and ,north ,korea1 as well as   
the security situation in the           
,indo-,pacific2 and  7#b7 determine     
whether a collective security agreement 
between the ,united ,states and         
,indo-,pacific allies and partners could
 serve as an effective deterrent to     
further aggression4  7b7 ,allies and    
partners ,the ,indo-,pacific allies and 
partners described in subsection 7a77#b7
 may include ,japan1 ,south ,korea1 the 
,philippines1 ,australia1 ,thailand1    
,new ,zealand1 ,india1 and any other    
country in the ,indo-,pacific region the
 ,task ,force determines appropriate4   
7c7 ,membership ,the ,task ,force       
established pursuant to subsection 7a7  
shall be-- 7#a7 chaired by the          
,secretary of ,state2 and  7#b7 consist 
of the ,secretary of ,defense1          
,secretary of the ,treasury1 ,secretary 
of ,commerce1 the ,director of ,national

 ,intelligence1 the ,assistant          
,secretary of ,state for ,east ,asian   
and ,pacific ,affairs1 and the          
,assistant ,secretary of ,defense for   
,indo-,pacific ,security ,affairs4  7d7 
,report ,not later than #a year after   
the date of the establishment of the    
,task ,force1 the ,secretary of ,state  
shall submit to the ,committee on       
,foreign ,affairs and the ,committee on 
,armed ,services of the ,house of       
,representatives and the ,committee on  
,foreign ,relations and the ,committee  
on ,armed ,services of the ,senate a    
report that contains the results of the 
analysis described in subsection 7a7 and
 any recommendations of the ,task ,force
 with respect to the terms of such a    
collective security agreement4
