,social ,security ,act to phase out the 
enhanced ,federal match applicable to   
medical assistance provided to          
low-income adults4  #a4 ,short title    
,this ,act may be cited as the ,ending  
,medicaid ,discrimination ,against the  
,most ,vulnerable ,act4  #b4 ,phase-out 
of enhanced ,federal match for medical  
assistance provided to low-income       
individuals under ,medicaid  7a7 ,in    
general ,section #aije7y7 of the ,social

 ,security ,act 7#db ,u4,s4,c4          
#acif;d7y77 is amended--  7#a7 in       
paragraph 7#a7-- 7,a7 in subparagraph   
7,a71 by inserting and subject to       
paragraph 7#d7 after ,notwithstanding   
subsection 7b72  7,b7 in subparagraph   
7,d71 by striking 2 and and inserting a 
semicolon2  7,c7 in subparagraph 7,e71  
by striking and each year thereafter4   
and inserting through #bjbf22 and  7,d7 
by adding at the end the following new  
subparagraphs3  7,f7 for calendar       
quarters in each of calendar years #bjbg
 through #bjcd1 the percentage that     
applied under this subsection for       
calendar quarters in the preceding      
calendar year minus the applicable      
number of percentage points determined  
for the ,state under paragraph 7#c7 or1 
if higher1 the ,federal medical         
assistance percentage otherwise         
determined for the ,state and year under
 subsection 7b7 7without regard to this 
subsection72 and  7,g7 for calendar     
quarters in #bjce and each year         

thereafter1 the ,federal medical        
assistance percentage otherwise         
determined for the ,state and year under
 subsection 7b7 7without regard to this 
subsection74  2 and  7#b7 by adding at  
the end the following new paragraphs3   
7#c7 ,applicable number of percentage   
points ,for purposes of paragraph       
7#a77;,f71 the applicable number of     
percentage points for a ,state is the   
number of percentage points equal to--  
7,a7 the percentage points difference   
between--  7i7 #ij percent2 and  7ii7   
the ,federal medical assistance         
percentage determined for the ,state    
under subsection 7b7 7without regard to 
this subsection7 for fiscal year #bjbf2 
divided by  7,b7 #h4  7#d7 ,rules of    
application for calendar years after    
#bjbd  7,a7 ,in general ,notwithstanding
 any other provision of law1 for        
calendar years after #bjbd--  7i7       
paragraph 7#a7 shall not apply to a     
non-expansion ,state 7as defined in     
subparagraph 7,b772  7ii7 if a          

non-expansion ,state elects on or after 
the date of enactment of this paragraph 
to expend amounts for all or any        
individuals described in section        
#aijb7;a77#aj77;,a77i77,,viii71 the     
,federal medical assistance percentage  
otherwise determined for the ,state and 
year under subsection 7b7 7without      
regard to this subsection7 shall apply  
to amounts expended by such ,state for  
medical assistance for such individuals2
 and  7iii7 an expansion ,state 7as     
defined in such subparagraph7 may1 at   
the option of the ,state1 elect to only 
expend amounts for medical assistance   
for newly eligible individuals described
 in section                             
#aijb7;a77#aj77;,a77i77,,viii7 whose    
income does not exceed #ajj percent of  
the ,federal poverty line 7as defined   
for purposes of such section7 and       
continue to receive the ,federal medical
 assistance percentage specified under  
paragraph 7#a7 for such amounts4  7,b7  
,definitions ,in this paragraph3  7i7   

,expansion ,state ,the term expansion   
,state means a ,state that is not a     
non-expansion ,state4  7ii7             
,non-expansion ,state ,the term         
non-expansion ,state means a ,state that
 has not expended amounts for all       
individuals described in section        
#aijb7;a77#aj77;,a77i77,,viii7 before   
the date of the enactment of this       
paragraph4  4  7b7  ,eliminating        
temporary ,,fmap increase for ,states   
that begin ,to provide medical          
assistance for low-,income adults
