,velzquez1 ,ms4 ,wasserman ,schultz1 ,mrs4 ,watson ,coleman1 ,ms4 ,wilson of ,florida1 and ,mr4 ,takano7 submitted the following concurrent resolution2 which was referred to the ,committee on ,education and ,workforce ,,concurrent ,,resolution ,recognizing the significance of equal pay and the disparity between wages paid to men and women4 ,whereas section #f7;d7 of the ,fair ,labor ,standards ,act of #aich 7#bi ,u4,s4,c4 #bjf7;d77 prohibits discrimination in compensation for equal work on the basis of sex2 ,whereas title ,,vii of the ,civil ,rights ,act of #aifd 7#db ,u4,s4,c4 #bjjj;e et seq47 prohibits discrimination in compensation because of race1 color1 religion1 national origin1 or sex2 ,whereas1 more than #f decades after the passage of the ,equal ,pay ,act of #aifc 7#bi ,u4,s4,c4 #bjf note71 ,census ,bureau data show that women working full-time1 year-round are paid an average of #hc cents for every dollar paid to all men1 while women overall1 including part-time and seasonal workers1 are paid just #ge cents for every dollar paid to men1 and ,latinas are paid #eh cents1 ,american ,indian and ,alaska ,native women are paid #eh cents1 ,native ,hawaiian and ,pacific ,islander women are paid #fe cents1 ,african-,american women are paid #ff cents1 ,white1 non-,hispanic women are paid #hj cents1 and ,asian-,american women are paid #id cents1 for every dollar paid to ,white1 non-,hispanic men2 ,whereas ,march #be1 #bjbe1 is ,equal ,pay ,day1 marking the day that symbolizes how long into #bjbe women must work to make what men were paid in #bjbd2 ,whereas ,april #g1 #bjbe1 is observed as ,asian ,american1 ,native ,hawaiian1 and ,pacific ,islander ,women's ,equal ,pay ,day2 ,july #aj1 #bjbe1 is observed as ,black ,women's ,equal ,pay ,day2 ,august #bh1 #bjbe1 is observed as ,native ,hawaiian ,pacific ,islander ,women's ,equal ,pay ,day2 ,october #h1 #bjbe1 is observed as ,latinas' ,equal ,pay ,day2 ,october #bc1 #bjbe1 is observed as ,disabled ,women's ,equal ,pay ,day2 and ,november #ah1 #bjbe1 is observed as ,native ,women's ,equal ,pay ,day2 ,whereas ,,lgbtqi women and women with disabilities may face further pay disparities2 ,whereas1 for the first time in #ba years1 the gender wage gap grew in #bjbd2 ,whereas1 if current trends continue1 ,asian women are projected to close the gender pay gap for all workers1 including part-time1 full-time1 and seasonal workers1 in #bc years1 ,white women in #dc years1 ,black women in #aba years1 and ,latinas in #ahg years2 ,whereas the disparity in median annual earnings for women and men working full-time1 year-round is #aa1eej1 which can add up to nearly #dfb1jjj over a career2 ,whereas women's median earnings are less than men's at every level of academic achievement1 with women with less than a high school diploma being paid #ga percent of men's earnings1 and women with a professional degree being paid #gj percent of men's earnings at the same level of education2 ,whereas women are often paid less than men with lower levels of education1 with women with associate's degrees paid less than men with a high school diploma1 women with master's degrees paid less than men with bachelor's degrees1 and women with doctorate degrees paid less than men with master's degrees2 ,whereas1 in the ,united ,states1 mothers working full-time and all year typically are paid #gd percent of what fathers are paid2 ,whereas the gender wage gap collectively costs women employed full-time and all year in the ,united ,states more than #iid1jjj1jjj in annual lost wages1 so that families have less money to spend on goods and services that help drive economic growth2 ,whereas1 if the annual gender wage gap were eliminated for just #a year1 on average1 a working woman in the ,united ,states would have enough money for approximately #ac months of childcare1 more than #aj additional months of rent1 more than #g additional months of mortgage and utilities payments1 almost #c semesters of tuition and fees for a #d-year public university or the full cost of tuition and fees for attending a #b-year college1 almost #i additional months of premiums for employer-based health insurance1 almost #ge weeks of food1 more than #fj percent of the maximum annual individual #dja7k7 contribution1 or enough money to pay off student loan debt in less than #c years2 ,whereas women hold nearly two-thirds of the ,nation's outstanding student loan debt1 totaling over #ibi1jjj1jjj1jjj1 and are less likely to be able to pay off their student loan debt promptly due to wage disparities2 ,whereas the wage gap impacts women's ability to save for retirement and women's total ,social ,security and pension benefits1 and older women are more likely than men to live in poverty2 ,whereas sex-based wage differentials reduce family incomes and contribute to the higher poverty rates among women and their families2 ,whereas a wage gap exists in nearly every occupational field1 but opening traditionally male-dominated jobs to women and reducing occupational segregation by sex increases earnings for women2 ,whereas nearly two-thirds of workers paid the minimum wage or less are women1 and the concentration of women in low-wage jobs is a significant contributor to the wage gap2 ,whereas the gender wage gap between union women and men is about three-quarters the size of the wage gap between nonunion women and men1 and women union members typically are paid #baf more per week than women who are not represented by unions2 ,whereas two-thirds of private sector workers report that employers either prohibit or discourage them from discussing their pay1 which can keep the existence of pay discrimination hidden and prevent remedying that discrimination2 ,whereas the lack of family friendly policies1 such as access to affordable1 quality childcare1 paid family and medical leave1 paid sick days1 and fair and predictable work schedules1 forces many caregivers to choose between providing for their families financially and ensuring their loved ones receive quality care1 and contributes to the wage gap2 ,whereas at least #a in #c women have experienced sexual harassment during their careers1 and an estimated #hg to #id percent of those who experience sexual harassment never file a formal complaint2 ,whereas workplace harassment forces many women to leave their occupation or industry1 or pass up opportunities for advancement1 and this contributes to the gender wage gap2 ,whereas equal pay strengthens the economic security of families and enhances retirement savings2 ,whereas when women are paid fairly1 families are stronger1 businesses prosper1 and ,american values and the economy are strengthened2 and ,whereas numerous national organizations have designated ,tuesday1 ,march #be1 #bjbe1 as ,equal ,pay ,day to represent the additional time that women must work to compensate for the average #ag-percent lower wages paid to women working full-time1 year-round last year3 ,now1 therefore1 be it ,that ,congress-- 7#a7 recognizes the disparity between wages paid to women and men and its impact on women1 families1 and the ,nation2 and 7#b7 reaffirms its commitment to supporting equal pay and to narrowing the gender wage gap4
