referred to the ,committee on ,health1 ,education1 ,labor1 and ,pensions ,,concurrent ,,resolution ,recognizing the significance of equal pay and the disparity in wages paid to ,latina women in comparison to men4 ,whereas ,october #e1 #bjbc1 is ,latina ,equal ,pay ,day to observe the pay gap between ,latina women and ,white1 non-,hispanic men2 ,whereas ,latina women make up the second-largest group of women workers in the ,united ,states1 after ,white women2 ,whereas there are #ac1ijj1jjj ,hispanic women in the labor force1 representing slightly more than #aj percent of all women in the labor force today2 ,whereas section #f7;d7 of the ,fair ,labor ,standards ,act of #aich 7#bi ,u4,s4,c4 #bjf7;d77#a77 prohibits discrimination in wages on the basis of sex for equal work2 ,whereas title ,,vii of the ,civil ,rights ,act of #aifd 7#db ,u4,s4,c4 #bjjj;e et seq47 prohibits discrimination in compensation because of race1 color1 religion1 national origin1 or sex2 ,whereas despite the passage of the ,equal ,pay ,act of #aifc 7#bi ,u4,s4,c4 #bjf note7 more than six decades ago1 which establishes that employers shall not discriminate in wages on the basis of sex1 but shall provide equal pay for equal work1 ,bureau of the ,census data show that ,latina women working full-time and year-round are paid #eg cents for every dollar paid to ,white1 non-,hispanic men1 while the average wage differential for all ,latina women with reported earnings working full-time1 part-time and part-year is #eb cents for every dollar paid to ,white1 non-,hispanic men2 ,whereas the ,national ,women's ,law ,center has calculated that1 on average1 ,latina women lose over #a1bjj1jjj in potential earnings over a #dj-year career to the wage gap2 ,whereas1 at the rate observed in #bjbc1 ,latinas will not reach equal pay with ,white non-,hispanic men for #ahc years1 or until #bbjf2 ,whereas the ,bureau of ,labor ,statistics and the ,bureau of the ,census reported the median annual pay for all ,latina women in the ,united ,states working full-time1 part-time1 and part-year was #ca1fjj in #bjbb1 compared to the median annual pay of #fj1hcj for ,white1 non-,hispanic men2 ,whereas the ,bureau of ,labor ,statistics and the ,bureau of the ,census reported the median annual pay for all ,latina women working full-time and part-time is #bf1dhe1 placing a working mother of two on the brink of poverty2 ,whereas job loss during the ,,covid-#ai pandemic distorted measurements of average wages as women with lower earnings in sectors such as leisure1 hospitality1 and retail were more likely to experience job loss and leave the labor force2 ,whereas lost wages mean ,latina women have less money to support themselves and their families1 save and invest for the future1 and spend on goods and services2 ,whereas approximately #ea percent of ,latina women are unable to earn sick days through their jobs2 ,whereas the lack of access to affordable1 quality child care1 paid family and medical leave1 and other family friendly workplace policies forces many ,latina women to choose between their paycheck or job and getting quality care for themselves or their family members1 a dynamic that contributes to the wage gap and was further exacerbated by the ,,covid-#ai pandemic1 especially as ,latina women disproportionately work in essential jobs that put them at greater risk of exposure to ,,covid-#ai2 ,whereas if the annual wage gap were eliminated1 on average1 a ,latina woman working full-time and year-round would have enough money to pay for nearly three years of childcare1 to pay for #ch months of food1 or more than #bb months of rent2 ,whereas women face disproportionate sexual harassment in the workplace and data shows that women filed #gh4b percent of the #bg1bia sexual harassment charges filed with the ,equal ,employment ,opportunity ,commission between fiscal year #bjah and fiscal year #bjba2 ,whereas workplace harassment forces many women to leave their occupation or industry--targets of harassment were #f4e times as likely as nontargets to change jobs--or pass up opportunities for advancement1 and this contributes to the gender wage gap2 ,whereas there is a high-personal cost for women who have been sexually harassed1 including unemployment1 under-employment1 and financial stress resulting from changing jobs1 which lead to long-term consequences for earnings and career attainment2 ,whereas more than two-thirds of workers paid the minimum wage or less in #bjbb are women1 and there is a disproportionate concentration of women of color in low-wage and tipped jobs2 ,whereas the pay disparity ,latina women face is part of a wider set of disparities ,latina women face in homeownership1 unemployment1 poverty1 access to childcare1 and the ability to build wealth2 ,whereas the underpayment of ,latina women workers causes businesses and the economy to suffer2 ,whereas true pay equity requires a multifaceted strategy that addresses the gender and racial injustices that ,latina women face daily2 and ,whereas many national organizations have designated ,october #e1 #bjbc1 as ,latina ,equal ,pay ,day to recognize the additional time that ,latina women must work into the next calendar year to receive the earnings of ,white1 non-,hispanic men in the prior ,census year3 ,now1 therefore1 be it ,that ,congress-- 7#a7 recognizes the disparity in wages paid to ,latina women and its impact on women1 families1 the economy1 and our entire country2 and 7#b7 reaffirms its support for ensuring equal pay and closing the gender wage gap4
