other purposes4  #a4 ,short title ,this 
,act may be cited as the ,america's     
,national ,churchill ,museum ,national  
,historic ,landmark ,act4  #b4          
,definitions ,in this ,act3 7#a7 ,city  
,the term ,city means the city of       
,fulton1 ,missouri4  7#b7 ,college ,the 
term ,college means ,westminster        
,college1 located at #eja ,westminster  
,avenue in the ,city4  7#c7 ,landmark   
,the term ,landmark means the ,america's
 ,national ,churchill ,museum ,national 
,historic ,landmark designated by       
section #c7;a74  7#d7 ,secretary ,the   
term ,secretary means the ,secretary of 
the ,interior4  7#e7 ,state ,the term   
,state means the ,state of ,missouri4   
#c4 ,america's ,national ,churchill     
,museum ,national ,historic ,landmark   
7a7 ,designation ,america's ,national   
,churchill ,museum located at the       

,college1 including the ,winston        
,churchill ,memorial listed on the      
,national ,register of ,historic        
,places1 is designated as the ,america's
 ,national ,churchill ,museum ,national 
,historic ,landmark4  7b7 ,cooperative  
agreements  7#a7 ,in general ,the       
,secretary1 in consultation with the    
,state1 the ,city1 and the ,college1 may
 enter into cooperative agreements with 
appropriate public or private entities1 
for the purposes of-- 7,a7 protecting   
historic resources at the ,landmark2 and
  7,b7 providing educational and        
interpretive facilities and programs at 
the ,landmark for the public4  7#b7     
,technical and financial assistance ,the
 ,secretary may provide technical and   
financial assistance to any entity with 
which the ,secretary has entered into a 
cooperative agreement under paragraph   
7#a74  7c7 ,no effect on actions of     
property owners ,designation of the     
,america's ,national ,churchill ,museum 
as a ,national ,historic ,landmark shall

 not prohibit any actions that may      
otherwise be taken by a property owner  
7including the ,college and any other   
owner of the ,landmark7 with respect to 
the property of the owner4  7d7 ,no     
effect on administration ,nothing in    
this section affects the administration 
of the ,landmark by the ,state1 the     
,city1 or the ,college4  #d4 ,special   
resource study  7a7 ,in general ,the    
,secretary shall conduct a special      
resource study of the ,landmark4  7b7   
,contents ,in conducting the study under
 this section1 the ,secretary shall--   
7#a7 evaluate the national significance 
of the ,landmark2  7#b7 determine the   
suitability and feasibility of          
designating the ,landmark as a unit of  
the ,national ,park ,system2  7#c7 7,a7 
consider alternatives to that           
designation for the preservation1       
protection1 and interpretation of the   
,landmark by the ,federal ,government1  
the ,state1 the ,city and other affected
 units of local government1 or private  

and nonprofit organizations 7including  
the ,college72 and  7,b7 identify cost  
estimates for any ,federal acquisition1 
development1 interpretation1 operation1 
and maintenance associated with the     
alternatives described in subparagraph  
7,a72 and  7#d7 consult with interested 
,federal agencies1 the ,state1 the ,city
 and other affected units of local      
government1 private and nonprofit       
entities 7including the ,college71 and  
other interested individuals4  7c7      
,requirement ,the ,secretary shall      
conduct the study under this section in 
accordance with section #ajjejg of title
 #ed1 ,united ,states ,code4  7d7       
,report ,not later than #c years after  
the date on which funds are first made  
available to carry out the study under  
this section1 the ,secretary shall      
submit to the ,committee on ,energy and 
,natural ,resources of the ,senate and  
the ,committee on ,natural ,resources of
 the ,house of ,representatives a report
 that describes-- 7#a7 the results of   

the study2 and  7#b7 any conclusions and
 recommendations of the ,secretary4
