  ,a ,,bill  ,to provide authority to   
enter into a cooperative agreement to   
protect civilians in ,iraq and on the   
,arabian ,peninsula from weaponized     
unmanned aerial systems4  #a4 ,sense of 
,congress ,it is the sense of ,congress 
that-- 7#a7 the ,united ,states should  
improve cooperation with allies1        
including ,israel1 and like-minded      
partners to systematically map out1     
expose1 and disrupt missile and drone   
procurement networks used by the        
,iran-backed ,houthi rebels in ,yemen   
and other ,iranian proxies targeting    
,united ,states forces and assets and   
,united ,states allies and partners in  
the region2  7#b7 the partner countries 
of the ,united ,states1 including ,iraq 

and countries on the ,arabian           
,peninsula1 face urgent and emerging    
threats from unmanned aerial systems and
 other unmanned aerial vehicles2  7#c7  
joint research and development to       
counter unmanned aerial systems will    
serve the national security interests of
 the ,united ,states and its partners in
 ,iraq and on the ,arabian ,peninsula2  
7#d7 development of counter ,unmanned   
,aircraft ,systems technology will      
reduce the impacts of these attacks1    
build deterrence1 and increase regional 
stability2 and  7#e7 the ,united ,states
 and partners in ,iraq and on the       
,arabian ,peninsula should continue to  
work together to protect against the    
threat from unmanned aerial systems4    
#b4 ,defined term ,in this ,act1 the    
term ,arabian ,peninsula means ,bahrain1
 ,kuwait1 ,oman1 ,qatar1 ,saudi ,arabia1
 the ,united ,arab ,emirates1 and       
,yemen4  #c4 ,authority to enter into a 
cooperative agreement to protect        
civilians in ,iraq and on the ,arabian  

,peninsula from weaponized unmanned     
aerial systems  7a7 ,in general ,the    
,president is authorized to enter into a
 cooperative project agreement with     
,iraq and countries on the ,arabian     
,peninsula under the authority of       
section #bg of the ,arms ,export        
,control ,act 7#bb ,u4,s4,c4 #bgfg7 to  
carry out research on and development1  
testing1 evaluation1 and joint          
production 7including follow-on support7
 of defense articles and defense        
services to detect1 track1 and destroy  
armed unmanned aerial systems that      
threaten the ,united ,states and its    
partners in ,iraq and on the ,arabian   
,peninsula4  7b7 ,applicable            
requirements  7#a7 ,in general ,the     
cooperative project agreement described 
in subsection 7a7-- 7,a7 shall provide  
that any activities carried out pursuant
 to such agreement are subject to-- 7i7 
the applicable requirements described in
 subparagraphs 7,a71 7,b71 and 7,c7 of  
section #bg7;b77#b7 of the ,arms ,export

 ,control ,act 7#bb ,u4,s4,c4           
#bgfg7;b77#b772 and  7ii7 any other     
applicable requirements of the ,arms    
,export ,control ,act 7#bb ,u4,s4,c4    
#bgea et seq47 with respect to the use1 
transfer1 and security of such defense  
articles and defense services under such
 ,act2 and  7,b7 shall establish a      
framework to negotiate the rights to    
intellectual property developed under   
such agreement4  7#b7 ,congressional    
notification requirements               
,notwithstanding section #bg7;g7 of the 
,arms ,export ,control ,act 7#bb        
,u4,s4,c4 #bgfg7;g771 any defense       
articles that result from a cooperative 
project agreement shall be subject to   
the requirements under subsections 7b7  
and 7c7 of section #cf of such ,act 7#bb
 ,u4,s4,c4 #bggf74  #d4 ,rule of        
construction with respect to use of     
military force ,nothing in this ,act may
 be construed as an authorization for   
the use of military force4
