authorize the ,united ,states ,postal   
,service to offer identity proofing and 
identity-related services to the private
 sector4  #a4 ,short title ,this ,act   
may be cited as the ,post ,office       
,services for ,trustworthy ,identity    
,act or the ,,post ,,id ,act4  #b4      
,,usps identity proofing and            
identity-related services for private   
sector  7a7 ,in general ,chapter #cg of 
title #ci1 ,united ,states ,code1 is    
amended-- 7#a7 by redesignating section 
#cgje as section #cgjf2 and  7#b7 by    
inserting after section #cgjd the       
following3  #cgje4 ,identity proofing   
and identity-related services for       

private sector  7a7 ,definition ,in this
 section1 the term identity proofing and
 identity- related services means any   
service whereby an individual provides  
sufficient information1 such as identity
 history1 credentials1 or other         
identifying information1 to support     
establishing the identity of the        
individual4  7b7 ,option to offer       
identity proofing and identity-related  
services to private sector ,the ,postal 
,service may offer identity proofing and
 identity-related services to the       
private sector in accordance with this  
section4  7c7 ,required elements ,if the
 ,postal ,service chooses to offer      
identity proofing and identity-related  
services under this section1 the        
services shall-- 7#a7 support           
establishing the identity of an         
individual using such government-issued 
documentation as the ,postal ,service   
determines sufficient2 and  7#b7 include
 the issuance of authenticators to the  
individual being identified1 as         

necessary to facilitate enrollment in   
services for which the individual is    
being verified1 which authenticators    
may-- 7,a7 be specific to a given       
service for which the individual is     
being identified2  7,b7 be general      
purpose1 for use in identity proofing   
with future services2  7,c7 be physical 
devices2  7,d7 be issued in a digital   
format to an account or other system2 or
  7,e7 be single use4  7d7 ,optional    
elements ,if the ,postal ,service       
chooses to offer identity proofing and  
identity-related services under this    
section1 the services may-- 7#a7 be     
offered at any post office2  7#b7 be    
offered by an authorized employee of the
 ,postal ,service at any other location1
 such as the home of an individual being
 verified2  7#c7 include1 subject to the
 consent of the individual being        
verified1 concurrent enrollment with or 
verification for multiple customers or  
other entities for which the ,postal    
,service provides identity proofing     

services1 including public agencies2    
7#d7 include multiple levels of         
assurance1 such as the assurance levels 
described in ,special ,publication      
#hjj-fc1 ,digital ,identity ,guidelines1
 published by the ,national ,institute  
of ,standards and ,technology2  7#e7    
include enrollment in or creation of a  
digital account for use in digitally    
authenticating the individual in the    
future1 including to third parties2 and 
7#f7 include a mechanism whereby any    
entity may sponsor an individual by     
paying the cost of the identity         
verification of the individual4  7e7    
,fees ,the ,postal ,service shall charge
 fees for the identity proofing and     
identity-related services offered under 
this section under such structure and at
 such rates as the ,postal ,service     
determines appropriate to cover at least
 #ajj percent of the costs attributable 
to the provision of those services4  7f7
 ,postal ,regulatory ,commission        
regulations ,the ,postal ,regulatory    

,commission may issue such regulations  
as the ,commission determines necessary 
to-- 7#a7 ensure that the identity      
proofing and identity-related services  
under this section would provide a net  
contribution to the ,postal ,service1   
defined as revenue that covers at least 
#ajj percent of the costs attributable  
to the provision of those services in   
each year2 and  7#b7 ensure that        
offering identity proofing and          
identity-related services under this    
section does not conflict with the core 
mission of the ,postal ,service4  7g7   
,limitations ,nothing in this section   
shall be construed to-- 7#a7 authorize  
the ,postal ,service to offer any       
service to the private sector1 other    
than identity proofing and              
identity-related services1 that is not  
otherwise authorized by law2 or  7#b7   
obligate the ,postal ,service to offer  
any service4  7h7 ,savings clause       
,nothing in this section shall be       
construed to inhibit1 restrict1 or place

 any new obligation on any identity     
proofing or identity-related service    
offered by the ,postal ,service as of   
the day before the date of enactment of 
the ,post ,office ,services for         
,trustworthy ,identity ,act4  4  7b7    
,technical and conforming amendment ,the
 table of sections for chapter #cg of   
title #ci1 ,united ,states ,code1 is    
amended by striking the item relating to
 section #cgje and inserting the        
following3  #cgje4 ,identity proofing   
and identity-related services for       
private sector4#cgjf4 ,transparency and 
accountability for nonpostal services4
