provisions relating to the rural energy 
savings program4  #a4 ,short title ,this
 ,act may be cited as the ,rural ,energy
 ,savings ,act4  #b4 ,rural energy      
savings program modifications ,section  
#fdjg of the ,farm ,security and ,rural 
,investment ,act of #bjjb 7#g ,u4,s4,c4 
#hajg;a7 is amended-- 7#a7 in subsection
 7b7-- 7,a7 in paragraph 7#a7-- 7i7 in  
subparagraph 7,b71 by striking or at the
 end2  7ii7 by redesignating            
subparagraph 7,c7 as subparagraph 7,e72 
and  7iii7 by inserting after           
subparagraph 7,b7 the following3  7,c7  
any ,indian ,tribe 7as defined in       

section #d of the ,indian               
,self-,determination and ,education     
,assistance ,act 7#be ,u4,s4,c4 #ecjd772
  7,d7 any public1 quasipublic1 or      
nonprofit entity that uses innovative   
financing techniques and market         
development tools to accelerate the     
deployment of clean energy technology   
7commonly known as a green bank72 and  2
 and  7,b7 by striking paragraph 7#b7   
and inserting the following3  7#b7      
,energy efficiency measure ,the term    
energy efficiency measure1 with respect 
to any property served by an eligible   
entity1 means-- 7,a7 a structural       
improvement or investment in a          
cost-effective1 commercial technology to
 increase energy efficiency 7including  
cost-effective on- or off-grid renewable
 energy or energy storage systems72 and 
7,b7 the replacement of a manufactured  
housing unit or large appliance with a  
substantially similar manufactured      
housing unit or appliance1 respectively1
 if that replacement is a cost-effective

 option with respect to energy savings4 
2  7#b7 in subsection 7c7-- 7,a7 in the 
subsection heading1 by inserting and    
grants after ,loans2  7,b7 by striking  
paragraph 7#a7 and inserting the        
following3  7#a7 ,in general ,subject to
 the requirements of this subsection1   
the ,secretary shall provide-- 7,a7     
loans to eligible entities that agree to
 use the loan funds to make loans under 
subsection 7d7 to qualified consumers   
for the purpose of implementing energy  
efficiency measures2 and  7,b7 at the   
election of any eligible entity that    
receives a loan under subparagraph 7,a71
 a grant in accordance with paragraph   
7#aj74  2  7,c7 in paragraph 7#b7-- 7i7 
in the paragraph heading1 by inserting  
for loans after ,requirements2 and  7ii7
 in subparagraph 7,a77i71 by striking   
that is2  7,d7 in paragraph 7#e7-- 7i7  
by redesignating subparagraphs 7,a7 and 
7,b7 as clauses 7i7 and 7ii71           
respectively1 and indenting the clauses 
appropriately2  7ii7 in the matter      

preceding clause 7i7 7as so             
redesignated71 by striking ,with respect
 to a loan under paragraph 7#a7 and     
inserting the following3  7,a7 ,in      
general ,subject to subparagraph 7,b71  
with respect to a loan under paragraph  
7#a77;,a7  2 and  7iii7 by adding at the
 end the following3  7,b7 ,extensions   
,the ,secretary may extend the term of a
 loan under subparagraph 7,a77i71 or the
 deadline for the repayment of an       
advance under subparagraph 7,a77ii71 as 
the ,secretary determines to be         
appropriate4  2  7,e7 in paragraph      
7#g7-- 7i7 in subparagraph 7,b71 by     
striking paragraph 7#a7 and inserting   
paragraph 7#a77;,a72 and  7ii7 in       
subparagraph 7,c71 in the matter        
preceding clause 7i71 by striking       
,repayment of the special advance and   
inserting ,subject to an applicable     
extension under paragraph 7#e77;,b71    
repayment of a special advance under    
this paragraph2  7,f7 in paragraph 7#h71
 by striking paragraph 7#a7 and         

inserting paragraph 7#a77;,a72 and  7,g7
 by adding at the end the following3    
7#aj7 ,grants  7,a7 ,in general ,at the 
election of an eligible entity that     
receives a loan under this subsection1  
the ,secretary shall provide to the     
eligible entity a grant to pay for a    
portion of the costs incurred in-- 7i7  
applying for the loan2  7ii7 making a   
loan to a qualified consumer under      
subsection 7d72  7iii7 making repairs to
 the property of a qualified consumer   
that facilitate the energy efficiency   
measures for the property financed      
through a loan provided to the qualified
 consumer under subsection 7d72  7iv7   
entering into a contract under          
subsection 7e72 or  7v7 carrying out any
 other duties of the eligible entity    
under this section4  7,b7 ,amount  7i7  
,in general ,except as provided in      
clause 7ii71 the amount of a grant      
provided to an eligible entity under    
this paragraph shall be equal to not    
more than #e percent of the amount of   

the loan provided to the eligible entity
 under this subsection4  7ii7           
,persistent poverty counties ,the amount
 of a grant provided under this         
paragraph to an eligible entity that    
will use the grant to make loans under  
subsection 7d7 to qualified consumers   
located in a persistent poverty county  
7as determined by the ,secretary7 shall 
be equal to #aj percent of the amount of
 the loan provided to the eligible      
entity under this subsection4  2  7#c7  
in subsection 7d7-- 7,a7 in paragraph   
7#a7-- 7i7 in the matter preceding      
subparagraph 7,a71 by inserting or grant
 before funds2  7ii7 in subparagraph    
7,b7-- 7,i7 by striking 7,b7 shall      
finance and inserting the following3    
7,b77i7 may have a term and amortization
 schedule the length of which is the    
useful life of the energy efficiency    
measures implemented using the loan1    
provided that the loan to the qualified 
consumer does not exceed #bj years2 and 
7ii7 shall finance  2 and  7,,ii7 in    

clause 7ii7 7as so designated71 by      
striking a loan term of not more than   
#aj years and inserting the applicable  
loan term described in clause 7i72 and  
7iii7 in subparagraph 7,c71 by striking 
unless the personal property is or      
becomes attached to real property       
7including a manufactured home7 as a    
fixture2 and inserting unless the       
personal property-- 7i7 is a            
manufactured housing unit or large      
appliance described in subsection       
7b77#b77;,b72 or  7ii7 is or becomes    
attached to real property as a fixture2 
2 and  7,b7 by adding at the end the    
following3  7#c7 ,clarification of      
eligibility ,notwithstanding any other  
provision of law 7including             
regulations71 an eligible entity may    
make a loan under this subsection to any
 qualified consumer located within the  
service territory of the eligible       
entity1 regardless of whether the       
qualified consumer is located in a rural
 area4  2  7#d7 in subsection 7e7-- 7,a7

 in the subsection heading1 by inserting
 outreach1 after training12  7,b7 in    
paragraph 7#a7-- 7i7 in subparagraph    
7,a71 by striking and technical         
assistance of the program and inserting 
outreach1 and technical assistance      
relating to the program under this      
section2 and  7ii7 in subparagraph      
7,b77ii71 by inserting 1 outreach1 after
 technical assistance2 and  7,c7 by     
adding at the end the following3  7#c7  
,funding ,of the amounts made available 
under subsection 7i71 the ,secretary may
 use such sums as are necessary to      
provide outreach1 training1 and         
technical assistance under this         
subsection4  2 and  7#e7 in subsection  
7i71 by striking #bjbc and inserting
