of the ,small ,business ,administration 
to provide awards to recognize ,state   
and local governments that improve the  
process of forming a new business1 and  
for other purposes4  #a4 ,short title   
,this ,act may be cited as the          
,supporting ,new ,entrepreneurs and     
,workers ,by ,undoing and ,streamlining 
,inhibitors to ,nascent ,enterprises    
through ,supporting ,successful         
,efficiency ,solutions ,act or the      
,supporting ,,new ,,businesses ,act4    
#b4 ,awards for streamlining the process
 of business formation  7a7 ,in general 
,the ,small ,business ,act 7#ae         
,u4,s4,c4 #fca et seq47 is amended--    

7#a7 by redesignating section #di 7#ae  
,u4,s4,c4 #fca note7 as section #ej2 and
  7#b7 by inserting after section #dh   
7#ae ,u4,s4,c4 #fegu7 the following3    
#di4 ,awards for streamlining the       
process of business formation  7a7 ,in  
general ,the ,administrator shall1 on an
 annual basis1 provide #c awards to     
recognize ,state and local governments  
that implement innovative and effective 
policies or tools to streamline         
processes related to the formation of   
small business concerns in their        
communities1 of which-- 7#a7 #a award   
shall be provided to a ,state or local  
government that represents a community  
of not less than #djj1jjj individuals2  
7#b7 #a award shall be provided to a    
,state or local government that         
represents a community of not less than 
#ajj1jjj and less than #djj1jjj         
individuals2 and  7#c7 #a award shall be
 provided to a ,state or local          
government that represents a community  
of less than #ajj1jjj individuals4  7b7 

,application ,a ,state or local         
government seeking an award under       
subsection 7a7 shall submit to the      
,administrator an application at such   
time1 containing such information1 and  
in such manner as the ,administrator may
 require4  7c7 ,considerations ,in      
providing an award under subsection 7a71
 the ,administrator shall consider      
whether a ,state or local government    
streamlined the process described in    
subsection 7a7 by-- 7#a7 streamlining or
 reducing redundancies in paperwork1    
forms1 or other written or online       
documents required to form a small      
business concern2  7#b7 consolidating   
resources available to individuals      
looking to form a small business        
concern1 such as through the creation of
 user-friendly online portals2  7#c7    
reducing duplication or inconsistencies 
in requirements between overlapping     
jurisdictions2 or  7#d7 innovatively    
making necessary procedures more        
streamlined or efficient4  4
