 ,state of ,illinois1 and for other     
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,emmett ,till and   
,mamie ,till-,mobley and ,roberts       
,temple ,national ,historic ,site ,act4 
#b4 ,definitions ,in this ,act3  7#a7   
,national ,historic ,site ,the term     
,national ,historic ,site means the     
,emmett ,till and ,mamie ,till-,mobley  
and ,roberts ,temple ,national ,historic
 ,site established by section #c7;a74   

7#b7 ,roberts ,temple ,the term ,roberts
 ,temple means the ,roberts ,temple     
,church of ,god in ,christ1 ,chicago1   
,illinois4  7#c7 ,secretary ,the term   
,secretary means the ,secretary of the  
,interior4  #c4 ,emmett ,till and ,mamie
 ,till-,mobley and ,roberts ,temple     
,national ,historic ,site  7a7          
,establishment ,subject to subsection   
7b71 there is established the ,emmett   
,till and ,mamie ,till-,mobley and      
,roberts ,temple ,national ,historic    
,site in the ,state of ,illinois as a   
unit of the ,national ,park ,system4    
7b7 ,conditions of establishment  7#a7  
,in general ,the ,national ,historic    
,site shall not be established until the
 date on which the ,secretary determines
 that an agreement entered into between 
the ,secretary and the ,roberts ,temple 
providing for public access to1 and     
interpretation1 operation1 and          
maintenance of1 the ,national ,historic 
,site that is sufficient to constitute a
 manageable park unit4  7#b7 ,notice    

,not later than #cj days after the date 
on which the ,secretary makes a         
determination under paragraph 7#a71 the 
,secretary shall publish in the ,federal
 ,register notice of establishment of   
the ,national ,historic ,site4  7c7     
,purpose ,the purpose of the ,national  
,historic ,site is to preserve1 protect1
 and interpret for the benefit of       
present and future generations resources
 associated with-- 7#a7 the ,great      
,migration2  7#b7 the memorial service  
and funeral of ,emmett ,till2  7#c7 the 
story of the courage and activism of    
,mamie ,till-,mobley that was           
demonstrated as ,mamie ,till-,mobley    
transformed the murder of her son into a
 powerful symbol of racial injustice2   
and  7#d7 the civil rights movement4    
7d7 ,map2 ,boundaries  7#a7 ,map ,as    
soon as practicable after the date of   
enactment of this ,act1 the ,secretary  
shall prepare a map of the ,national    
,historic ,site4  7#b7 ,availability of 
map ,the map prepared under paragraph   

7#a7 shall be on file and available for 
public inspection in the appropriate    
offices of the ,national ,park ,service4
  7#c7 ,boundaries ,the boundaries of   
the ,national ,historic ,site shall be  
the boundaries generally depicted on the
 map prepared under paragraph 7#a74  7e7
 ,acquisition authority ,the ,secretary 
may acquire any land or interest in land
 located within the boundary of the     
,national ,historic ,site by-- 7#a7     
donation2  7#b7 purchase from a willing 
seller with donated or appropriated     
funds2 or  7#c7 exchange4  7f7          
,administration  7#a7 ,in general ,the  
,secretary shall administer the         
,national ,historic ,site in accordance 
with-- 7,a7 this ,act2 and  7,b7 the    
laws generally applicable to units of   
the ,national ,park ,system4  7#b7      
,agreements ,the ,secretary may--  7,a7 
enter into an agreement with the        
,roberts ,temple for the purpose of     
providing public access to1 and         
interpretation1 operation1 and          

maintenance of1 the ,national ,historic 
,site2 and  7,b7 enter into cooperative 
agreements1 leases1 or other agreements1
 as appropriate1 with public and private
 entities to provide and facilitate     
interpretive and educational services1  
administrative support1 and technical   
assistance relating to the ,national    
,historic ,site1 within or outside the  
boundaries of the ,national ,historic   
,site4  7#c7 ,management plan  7,a7     
,deadline for completion ,not later than
 #c years after the date on which funds 
are first made available to the         
,secretary for the preparation of a     
general management plan for the         
,national ,historic ,site1 the          
,secretary shall prepare a general      
management plan for the ,national       
,historic ,site in accordance with      
section #ajjejb of title #ed1 ,united   
,states ,code4  7,b7 ,inclusion ,the    
general management plan prepared under  
subparagraph 7,a7 shall identify1 as    
appropriate1 the roles and              

responsibilities of the ,national ,park 
,service and any applicable management  
entity in administering and interpreting
 the ,national ,historic ,site and areas
 affiliated with the ,national ,historic
 ,site in a manner that does not        
interfere with existing operations and  
the continued use of existing facilities
 at the ,national ,historic ,site1      
unless agreed to by the ,roberts ,temple
 and in accordance with the agreements  
described in paragraph 7#b7 and         
subsection 7b74  7,c7 ,submission to    
,congress ,on completion of the general 
management plan under subparagraph 7,a71
 the ,secretary shall submit to the     
,committee on ,energy and ,natural      
,resources of the ,senate and the       
,committee on ,natural ,resources of the
 ,house of ,representatives the general 
management plan prepared under that     
subparagraph4
