title #di1 ,united ,states ,code1 to    
facilitate information sharing between  
helicopter operators and the            
,administrator of the ,federal ,aviation
 ,administration regarding helicopter   
noise complaints1 to establish          
additional requirements on individuals  
and entities that register a helicopter1
 and for other purposes4  #a4 ,short    
title ,this ,act may be cited as the    
,reduce ,excessive ,decibels and        
,unwanted ,commotion and ,emissions to  
,heighten ,enforcement and ,limitation  
of ,intrusive ,chopper ,operations to   
,protect ,towns and ,enhance ,residents 

from ,noise ,act of #bjbc or the        
,,reduce ,,helicopter ,noise ,act of    
#bjbc4  #b4 ,helicopter noise complaint 
enforcement ,section #dfcja of title    
#di1 ,united ,states ,code1 is amended  
by striking or section #dgacc and       
inserting section #dgacc1 or section    
#dgeab4  #c4 ,helicopter noise complaint
 information sharing database  7a7 ,in  
general ,subchapter ,i of chapter #dge  
of title #di1 ,united ,states ,code1 is 
amended by adding at the end the        
following new section3  #dgeab4         
,helicopter noise complaint information 
sharing database  7a7 ,in general ,the  
,administrator of the ,federal ,aviation
 ,administration shall establish and    
maintain a database for the ,aircraft   
,noise ,ombudsman to receive1 collect1  
and provide access to information       
regarding helicopter noise complaints in
 accordance with this section4  7b7     
,submissions  7#a7 ,in general ,the     
,aircraft ,noise ,ombudsman shall       
establish a process to receive complaint

 information in accordance with         
paragraphs 7#b7 and 7#c7 for the input  
of complaint information as required by 
subsection 7c74  7#b7 ,required         
submissions ,such process shall provide 
that1 not later than #dh hours after an 
owner or operator of a helicopter       
receives a complaint from an individual1
 regardless of whether the owner or     
operator who received such complaint is 
the subject of that complaint1 such     
owner or operator shall submit to the   
,aircraft ,noise ,ombudsman such        
information provided in the complaint   
and any other information as may be     
specified by the ,aircraft ,noise       
,ombudsman1 including--  7,a7 whether   
such owner or operator is the subject of
 the complaint2 and  7,b7 to the extent 
that the owner or operator is the       
subject of the complaint that is being  
submitted1 a description of any action  
such owner or operator is taking or     
plans to take to address the complaint4 
7#c7 ,public submissions ,such process  

shall provide for a mechanism by which  
individuals may directly submit a       
complaint pertaining to helicopter noise
 to the ,aircraft ,noise ,ombudsman4    
7c7 ,inputs required ,not later than #dh
 hours after receiving a submission     
described in paragraphs 7#b7 and 7#c7 of
 subsection 7b71 the ,aircraft ,noise   
,ombudsman shall--  7#a7 determine which
 owner or operator is the subject of the
 submission2  7#b7 determine whether the
 complaint that is the subject of such  
submission is meritorious2 and  7#c7    
input1 with respect to any claim        
determined to be meritorious under      
paragraph 7#b71 information pertaining  
to such submission into the database    
established by subsection 7a74  7d7     
,access  7#a7 ,in general ,the          
,administrator of the ,federal ,aviation
 ,administration shall provide access to
 the database established by subsection 
7a7 to owners or operators of           
helicopters to view submissions of      
complaints pertaining to such owners or 

operators4  7#b7 ,privacy and           
indications of actions being taken      
,access pursuant to paragraph 7#a7 may  
be extended only to the extent necessary
 for an owner or operator to-- 7,a7 view
 information included in submissions    
pertaining to such owner or operator2   
and  7,b7 pursuant to subsection        
7e77#b71 add information relating to    
actions that may be taken or intended to
 be taken to address such complaints4   
7e7 ,notification  7#a7 ,notification by
 ,aircraft ,noise ,ombudsman ,in the    
case the ,aircraft ,noise ,ombudsman    
inputs a complaint into the database    
that was not submitted by an owner or   
operator of a helicopter that is the    
subject of the complaint1 not later than
 #dh hours after such complaint is so   
inputted1 the ,aircraft ,noise          
,ombudsman shall notify such owner or   
operator that the complaint has been    
input into the database4  7#b7 ,response
 by owner or operator ,not later than   
#dh hours of being notified of a        

complaint pursuant to paragraph 7#a71   
that is a meritorious complaint1 as     
determined by the ,aircraft ,noise      
,ombudsman1 an owner or operator of a   
helicopter shall input into the database
 an indication as to whether such owner 
or operator is taking an action to      
address such complaint4  7f7 ,exception 
,subsections 7b77#b71 7d71 and 7e7 shall
 not apply with respect to complaints   
relating to helicopters owned or        
operated by a military department 7as   
defined in section #ajb of title #e7 or 
the ,coast ,guard4  7g7 ,report ,not    
later than #b years after the date of   
enactment of this section1 the          
,administrator of the ,federal ,aviation
 ,administration shall submit to the    
,committee on ,transportation and       
,infrastructure for the ,house of       
,representatives and the ,committee on  
,commerce1 ,science1 and ,transportation
 for the ,senate a report that includes 
the following3 7#a7 ,the number of      
complaints received by the ,aircraft    

,noise ,ombudsman that were then        
directed to the owner or operator of a  
helicopter who was the subject of such  
complaint4  7#b7 ,the number of         
complaints received by the ,aircraft    
,noise ,ombudsman in which the          
appropriate owner or operator of a      
helicopter could not be identified4     
7#c7 ,the number of complaints received 
by the ,aircraft ,noise ,ombudsman that 
were reported by--  7,a7 an owner or    
operator of a helicopter2 and  7,b7 an  
individual4  7#d7 ,the number of        
instances an owner or operator of a     
helicopter indicated such owner or      
operated took an action to address a    
complaint4  4  7b7 ,clerical amendment  
,the analysis of subchapter ,i of       
chapter #dge of title #di1 ,united      
,states ,code1 is amended by adding at  
the end the following3  #dgeab4         
,helicopter noise complaint information 
sharing database4  4  #d4 ,helicopter   
registration requirements ,section      
#ddajb of title #di1 ,united ,states    

,code1 is amended by adding at the end  
the following new subsection--  7c7     
,submission and verification of         
information  7#a7 ,individuals ,any     
individual who has registered a         
helicopter under subsection 7a71 and any
 individual who has an ownership        
interest of at least #aj percent in a   
helicopter registered under such        
subsection1 shall submit to the         
,administrator the name1 address1 date  
of birth1 driver's license or pilot's   
license1 or both1 of such individual1   
and any information necessary as        
determined by the ,administrator4  7#b7 
,entities ,any entity that has          
registered a helicopter under subsection
 7a71 and any entity that has an        
ownership interest of at least #aj      
percent in a helicopter registered under
 such subsection1 shall submit to the   
,administrator the name1 physical       
address1 principal place of business1   
and taxpayer identification number of   
such entity1 and any information        

necessary as determined by the          
,administrator4  7#c7 ,verification ,the
 ,administrator shall verify the        
information submitted and eligibility of
 entities registered under this         
subsection through an independent       
review4  4  #e4 ,dealers' certificates  
of registration ,section #ddajd of title
 #di1 ,united ,states ,code1 is         
amended-- 7#a7 by striking ,the         
,administrator and inserting the        
following3  7a7 ,in general ,the        
,administrator  2  7#b7 in paragraph    
7#a7 by striking and at the end2  7#c7  
in paragraph 7#b7 by striking the period
 and inserting 2 and2 and  7#d7 by      
adding at the end the following3  7#c7  
in the public interest for verifying any
 information dealers submit for the     
issuance of a dealer's certificate4  7b7
 ,information for the issuance of       
dealers' certificates ,for any          
regulations prescribed under subsection 
7a77#b7 for the issuance of a dealer's  
certificate of registration1 the        

,administrator shall additionally       
require the dealer to furnish such      
information as may be required by the   
,administrator4  4
