which was referred to the ,committee on ,financial ,services1 and in addition to the ,committee on ,transportation and ,infrastructure1 for a period to be subsequently determined by the ,speaker1 in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned ,a ,,bill ,to prohibit a jurisdiction that defunds the police from receiving grants under certain ,economic ,development ,assistance ,programs and the ,community ,development ,block ,grant ,program4 #a4 ,short title ,this ,act may be cited as the ,defund ,cities that ,defund the ,police ,act of #bjbc4 #b4 ,defunding jurisdiction defined ,for purposes of this ,act1 the term defunding jurisdiction means a ,state or political subdivision of a ,state that-- 7#a7 abolishes or disbands the police department with no intention of reconstituting the jurisdiction's police department2 or 7#b7 significantly reduces the police department's budget without reallocating a portion of that money to any other community policing program1 provided that the jurisdiction did not face a significant decrease in revenues in the previous fiscal year4 #c4 ,defunding jurisdictions ineligible for certain ,federal funds 7a7 ,economic development administration grants 7#a7 ,grants for public works and economic development ,section #bja7;b7 of the ,public ,works and ,economic ,development ,act of #aife 7#db ,u4,s4,c4 #cada7;b77 is amended-- 7,a7 in paragraph 7#b71 by striking and at the end2 7,b7 in paragraph 7#c71 by striking the period at the end and inserting 2 and2 and 7,c7 by adding at the end the following3 7#d7 the area in which the project is to be carried out is not a defunding jurisdiction 7as defined in section #b of the ,defund ,cities that ,defund the ,police ,act of #bjbc74 4 7#b7 ,grants for planning and administrative expenses ,section #bjc7;a7 of the ,public ,works and ,economic ,development ,act of #aife 7#db ,u4,s4,c4 #cadc7;a77 is amended by adding at the end the following3 ,a defunding jurisdiction 7as defined in section #b of the ,defund ,cities that ,defund the ,police ,act of #bjbc7 may not be deemed an eligible recipient under this subsection44 7#c7 ,supplementary grants ,section #bje7;a7 of the ,public ,works and ,economic ,development ,act of #aife 7#db ,u4,s4,c4 #cade7;a77 is amended-- 7,a7 in paragraph 7#b71 by striking and at the end2 7,b7 in paragraph 7#c71 by striking the period at the end and inserting 2 and2 and 7,c7 by adding at the end the following3 7#d7 will be carried out in an area that does not contain a defunding jurisdiction 7as defined in section #b of the ,defund ,cities that ,defund the ,police ,act of #bjbc74 4 7#d7 ,grants for training1 research1 and technical assistance ,section #bjg of the ,public ,works and ,economic ,development ,act of #aife 7#db ,u4,s4,c4 #cadg7 is amended by adding at the end the following3 7c7 ,ineligibility of defunding jurisdictions ,grant funds under this section may not be used to provide assistance to a defunding jurisdiction 7as defined in section #b of the ,defund ,cities that ,defund the ,police ,act of #bjbc74 4 7b7 ,community development block grants ,title ,i of the ,housing and ,community ,development ,act of #aigd 7#db ,u4,s4,c4 #ecja et seq47 is amended-- 7#a7 in section #ajb7;a7 7#db ,u4,s4,c4 #ecjb7;a771 by adding at the end the following3 7#be7 ,the term defunding jurisdiction has the meaning given such term in section #b of the ,defund ,cities that ,defund the ,police ,act of #bjbc4 2 and 7#b7 in section #ajd 7#db ,u4,s4,c4 #ecjd7-- 7,a7 subsection 7b7-- 7i7 in paragraph 7#e71 by striking and at the end2 7ii7 by redesignating paragraph 7#f7 as paragraph 7#g72 and 7iii7 by inserting after paragraph 7#e7 the following3 7#f7 the grantee is not a defunding injection jurisdiction and will not become a defunding jurisdiction during the period for which the grantee receives a grant under this title2 and 2 and 7,b7 by adding at the end the following3 7n7 ,protection of individuals against crime 7#a7 ,in general ,no funds made available to carry out this title may be obligated or expended for any ,state or unit of general local government that is a defunding jurisdiction4 7#b7 ,returned amounts 7,a7 ,state ,if a ,state is a defunding jurisdiction during the period for which it receives amounts under this title1 the ,secretary-- 7i7 shall direct the ,state to immediately return to the ,secretary any such amounts that the ,state received for that period2 and 7ii7 shall reallocate amounts returned under clause 7i7 for grants under this title to other ,states that are not defunding jurisdictions4 7,b7 ,unit of general local government ,if a unit of general local government is a defunding jurisdiction during the period for which it receives amounts under this title1 any such amounts that the unit of general local government received for that period-- 7i7 in the case of a unit of general local government that is not in a nonentitlement area1 shall be returned to the ,secretary for grants under this title to ,states and other units of general local government that are not defunding jurisdictions2 and 7ii7 in the case of a unit of general local government that is in a nonentitlement area1 shall be returned to the ,governor of the ,state for grants under this title to other units of general local government in the ,state that are not defunding jurisdictions4 7,c7 ,reallocation rules ,in reallocating amounts under subparagraphs 7,a7 and 7,b71 the ,secretary shall-- 7i7 apply the relevant allocation formula under subsection 7b7 or 7d7 of section #ajf1 with all defunding jurisdictions excluded2 and 7ii7 shall not be subject to the rules for reallocation under section #ajf7;c74 4
