to increase the amount paid by the      
,secretary of ,veterans ,affairs to     
veterans for improvements and structural
 alterations furnished as part of home  
health services4  #a4 ,short title ,this
 ,act may be cited as the ,autonomy for 
,disabled ,veterans ,act4  #b4 ,increase
 in amount available to disabled        
veterans for improvements and structural
 alterations furnished as part of home  
health services  7a7 ,increase  7#a7 ,in
 general ,paragraph 7#b7 of section     
#agag7;a7 of title #ch1 ,united ,states 
,code1 is amended-- 7,a7 in subparagraph
 7,a7-- 7i7 in clause 7i71 by striking 2
 or and inserting a semicolon2  7ii7 in 
clause 7ii7-- 7,i7 by inserting and     

before the date of the enactment of the 
,autonomy for ,disabled ,veterans ,act  
after ,may #e1 #bjaj12 and  7,,ii7 by   
striking 2 and and inserting 2 or2 and  
7iii7 by adding at the end the following
 new clause3  7iii7 in the case of a    
veteran who first applies for benefits  
under this paragraph on or after the    
date of the enactment of the ,autonomy  
for ,disabled ,veterans ,act1 #aj1jjj2  
and  4  7,b7 in subparagraph 7,b7-- 7i7 
in clause 7i71 by striking 2 or and     
inserting a semicolon2  7ii7 in clause  
7ii7-- 7,i7 by inserting and before the 
date of the enactment of the ,autonomy  
for ,disabled ,veterans ,act after ,may 
#e1 #bjaj12 and  7,,ii7 by striking the 
period at the end and inserting 2 or2   
and  7iii7 by adding at the end the     
following new clause3  7iii7 in the case
 of a veteran who first applies for     
benefits under this paragraph on or     
after the date of the enactment of the  
,autonomy for ,disabled ,veterans ,act1 
#e1jjj4  4  7#b7 ,applicability ,a      

veteran who exhausts the eligibility of 
the veteran for benefits under section  
#agag7;a77#b7 of title #ch1 ,united     
,states ,code1 before the date of the   
enactment of this ,act is not entitled  
to additional benefits under such       
section by reason of the amendments made
 by paragraph 7#a74  7b7 ,adjustment for
 inflation ,section #agag7;a7 of title  
#ch1 ,united ,states ,code1 is further  
amended by adding at the end the        
following new paragraph3  7#d7 ,on an   
annual basis1 the ,secretary shall      
increase the dollar amounts in effect   
under paragraph 7#b7 by a percentage    
equal to the percentage by which the    
consumer price index for all urban      
consumers 7,united ,states city average7
 increased during the #ab-month period  
ending with the last month for which    
consumer price index data is available4 
,in the event that such consumer price  
index does not increase during such     
period1 the ,secretary shall maintain   
the dollar amounts in effect under      

paragraph 7#b7 during the previous      
fiscal year4  4
