,findings ,congress finds the following3
 7#a7 ,a ,united ,nations ,general      
,assembly report entitled1 ,continuing  
operation of the ,united ,nations       
,register of ,conventional ,arms and its
 further development 7document          
,a_/#fh_/adj7 and dated ,july #ae1      

#bjac1 states1 in paragraph #de1 the    
following3 ,the ,group noted the        
discussion of the #bjjf ,group that     
category ,,iv already covered armed     
unmanned aerial vehicles and of the     
#bjji ,group on a proposal to include a 
new category for such vehicles4 ,the    
,group reviewed proposals for providing 
greater clarity to category ,,iv4 4 4 44
  7#b7 ,section #ajg of the ,countering 
,america's ,adversaries ,through        
,sanctions ,act 7#bb ,u4,s4,c4 #idjf7   
requires that the ,president impose     
sanctions on any person that the        
,president determines knowingly engages 
in any activity that materially         
contributes to the supply1 sale1 or     
transfer directly or indirectly to or   
from ,iran1 or for the use in or benefit
 of ,iran1 of any battle tanks1 armored 
combat vehicles1 large caliber artillery
 systems1 combat aircraft1 attack       
helicopters1 warships1 missiles or      
missile systems1 as defined for the     
purpose of the ,united ,nations         

,register of ,conventional ,arms1 or    
related materiel1 including spare parts4

formally changed the title of category  
,,iv of the ,united ,nations ,register  
of ,conventional ,arms to ,combat       
aircraft and unmanned combat aerial     
vehicles 7,,ucav74  #c4 ,statement of   
policy ,it is the policy of the ,united 
,states to prevent ,iran and terrorist  
and militia groups aligned with ,iran   
from acquiring unmanned aerial vehicles1
 including commercially available       
component parts that can be used in     
attacks against ,united ,states persons 
and allies and partners of the ,united  
,states4  #d4 ,amendment to ,countering 
,america's ,adversaries ,through        
,sanctions ,act relating to sanctions   
with respect to ,iran  7a7 ,in general  
,section #ajg of the ,countering        
,america's ,adversaries ,through        
,sanctions ,act 7#bb ,u4,s4,c4 #idjf7 is
 amended-- 7#a7 in the section heading1 
by striking ,enforcement of arms        

embargos and inserting ,sanctions with  
respect to major conventional arms2 and 
7#b7 in subsection 7a77#a71 by inserting
 or unmanned combat aerial vehicles     
after combat aircraft4  7b7 ,clerical   
amendment ,the table of contents for the
 ,countering ,america's ,adversaries    
,through ,sanctions ,act is amended by  
striking the item relating to section   
#ajg and inserting the following3  ,sec4
 #ajg4 ,sanctions with respect to major 
conventional arms4  4  7c7 ,effective   
date2 applicability ,the amendments made
 by this section shall-- 7#a7 take      
effect on the date of the enactment of  
this ,act2 and  7#b7 apply with respect 
to any person that knowingly engages1   
before1 on1 or after such date of       
enactment1 in any activity that         
materially contributes to the supply1   
sale1 or transfer of an unmanned combat 
aerial vehicle 7as defined by the       
,united ,nations ,register of           
,conventional ,arms7-- 7,a7 directly or 
indirectly to or from ,iran2 or  7,b7
