may be cited as the ,comforting ,our    
,military ,families through ,on-base or 
,remote ,treatment ,act of #bjba or the 
,,comfort ,act of #bjba4  #b4           
,non-medical counseling services for    
military families ,section #agha of     
title #aj1 ,united ,states ,code1 is    
amended by adding at the end the        
following new subsection3  7d7          
,non-,medical counseling services  7#a7 
,in carrying out its duties under       
subsection 7b71 the ,office may         
coordinate programs and activities for  
the provision of non-medical counseling 
services to military families through   

the ,department of ,defense ,military   
and ,family ,life ,counseling ,program4 
7#b7 ,notwithstanding any other         
provision of law1 a mental health       
professional described in paragraph 7#c7
 may provide non-medical counseling     
services at any location in a ,state1   
the ,district of ,columbia1 or a        
territory or possession of the ,united  
,states1 without regard to where the    
provider or recipient of such services  
is located1 if the provision of such    
services is within the scope of the     
authorized ,federal duties of the       
provider4  7#c7 ,a mental health        
professional described in this          
subsection is a person who is-- 7,a7 a  
currently licensed or certified mental  
health care provider who holds an       
unrestricted license or certification   
that is-- 7i7 issued by a ,state1 the   
,district of ,columbia1 or a territory  
or possession of the ,united ,states2   
and  7ii7 recognized by the ,secretary  
of ,defense2  7,b7 a member of the      

uniformed services1 a civilian employee 
of the ,department of ,defense1 or a    
contractor designated by the ,secretary2
 and  7,c7 performing authorized duties 
for the ,department of ,defense under a 
program or activity referred to in      
paragraph 7#a74  7#d7 ,in this          
subsection1 the term non-medical        
counseling services means mental health 
care services that are non-clinical1    
short-term1 and solution-focused1 and   
address topics related to personal      
growth1 development1 and positive       
functioning4  4
