,own companies can sell private flood   
insurance products that compete with    
,national ,flood ,insurance ,program    
products4  #a4 ,prohibition on          
non-compete requirement for ,write ,your
 ,own companies under the ,national     
,flood ,insurance ,program ,section     
#acde of the ,national ,flood ,insurance
 ,act of #aifh 7#db ,u4,s4,c4 #djha7 is 
amended by adding at the end the        
following3  7f7 ,authority ,to provide  
other flood coverage  7#a7 ,write ,your 
,own ,program defined ,in this          
subsection1 the term ,write ,your ,own  
,program means the program under which  
the ,federal ,emergency ,management     
,agency enters into a standard          

arrangement with private property       
insurance companies to-- 7,a7 sell      
contracts for flood insurance coverage  
under this title under their own        
business lines of insurance2 and  7,b7  
adjust and pay claims arising under the 
contracts described in subparagraph     
7,a74  7#b7 ,prohibition on non-compete 
clause ,the ,administrator may not1 as a
 condition of participating in the      
,write ,your ,own ,program or in        
otherwise participating in the          
utilization by the ,administrator of the
 facilities and services of insurance   
companies1 insurers1 insurance agents   
and brokers1 and insurance adjustment   
organizations pursuant to the authority 
in this section1 nor as a condition of  
eligibility to engage in any other      
activities under the ,national ,flood   
,insurance ,program under this title1   
restrict any such company1 insurer1     
agent1 broker1 or organization from     
offering and selling private flood      
insurance 7as that term is defined in   

section #ajb7;b7 of the ,flood ,disaster
 ,protection ,act of #aigc 7#db         
,u4,s4,c4 #djab;a7b7774  7#c7 ,financial
 assistance_/subsidy arrangement ,after 
the date of enactment of this           
subsection1 the ,administrator may not  
include in any agreement entered into   
with any insurer for participation in   
the ,write ,your ,own ,program any      
provision establishing a condition      
prohibited under paragraph 7#b74  4
