following bill2 which was read twice and
 referred to the ,committee on ,banking1
 ,housing1 and ,urban ,affairs  ,a      
,,bill  ,to amend title #ch1 ,united    
,states ,code1 to require the ,secretary
 of ,veterans ,affairs to ensure that   
the supported housing program of the    
,department of ,veterans ,affairs has   
not fewer than one program manager for  
every #ce rental assistance cases under 
such program1 and for other purposes4   
#a4 ,short title ,this ,act may be cited
 as the ,preserving ,our ,commitment to 
,homeless ,veterans ,act4  #b4 ,staffing
 of program managers for supported      
housing program of ,department of       
,veterans ,affairs  7a7 ,staffing       
,section #bjjc7;b7 of title #ch1 ,united
 ,states ,code1 is amended-- 7#a7 by    
inserting 7#a7 before ,the ,secretary2  
and  7#b7 by adding at the end the      

following new paragraph3  7#b7 ,the     
,secretary shall provide case management
 support whenever requested by a local  
housing authority under the program     
described in paragraph 7#a74  7#c7 7,a7 
,except as provided in subparagraph     
7,b71 the ,secretary shall ensure that  
in each fiscal year no case manager is  
concurrently assigned to more than #ce  
veterans under this subsection4  7,b7   
,the ,secretary may waive the           
requirement of subparagraph 7,a7 for a  
particular case manager in a particular 
fiscal year as the ,secretary considers 
appropriate4  7,c7 ,not less frequently 
than once each fiscal year1 the         
,secretary shall submit to ,congress a  
report on the waivers made by the       
,secretary under subparagraph 7,b7 in   
the previous fiscal year4 ,each report  
shall include a description of the      
circumstances under which each waiver   
was made4  7#d7 ,the ,secretary shall   
ensure that each veteran to whom a case 
manager is assigned under this          

subsection is located within such       
distance of the case manager as the     
,secretary considers reasonable4  7#e7  
7,a7 ,in any case in which a position   
within the ,veterans ,health            
,administration for a case manager      
described in paragraph 7#a7 is vacant   
for a period of #ahj days or more1 the  
,secretary shall seek to enter into a   
contract with a local service provider  
with knowledge and expertise applicable 
to a case manager in such position to   
furnish the case management services    
that would otherwise be provided by a   
case manager in such position4  7,b7    
,the requirement in subparagraph 7,a7 to
 seek to enter into a contract shall    
cease to apply if the ,secretary fills  
the vacancy referred to in such         
subparagraph4  4  7b7 ,limitation on    
conversion of funds ,the ,secretary of  
,veterans ,affairs may not convert any  
of the amounts appropriated or otherwise
 made available in a fiscal year to     
carry out section #h7o77#ai7 of the     

,united ,states ,housing ,act of #aicg  
7#db ,u4,s4,c4 #adcg;f7o77#ai77 from a  
specific purpose program to a general   
purpose program unless the ,secretary   
included a proposal to do so in the     
budget justification materials submitted
 to ,congress in support of the         
,department of ,veterans ,affairs budget
 for such fiscal year 7as submitted with
 the budget of the ,president for such  
fiscal year under section #aaje7;a7 of  
title #ca1 ,united ,states ,code74
