cited as the ,national ,institutes of ,clean ,energy ,act of #bjba4 #b4 ,national ,institutes of ,clean ,energy 7a7 ,definitions ,in this section3 7#a7 ,advanced energy technology ,the term advanced energy technology means a technology that-- 7,a7 reduces greenhouse gas emissions with high conversion efficiency2 7,b7 minimizes energy1 water1 and material resource use2 7,c7 was produced by or helps generate a renewable energy source2 and 7,d7 minimizes environmental harms to or negative public health impacts on frontline1 vulnerable1 and disadvantaged communities4 7#b7 ,frontline1 vulnerable1 and disadvantaged community ,the term frontline1 vulnerable1 and disadvantaged community means a community-- 7,a7 in an area described in section #cja7;a7 of the ,public ,works and ,economic ,development ,act of #aife 7#db ,u4,s4,c4 #cafa7;a772 and 7,b7 in which climate change1 pollution1 or environmental destruction have exacerbated systemic racial1 regional1 social1 environmental1 gender1 and economic injustices by disproportionately affecting ,black1 ,brown1 and ,indigenous peoples1 other communities of color1 migrant communities1 deindustrialized communities1 depopulated rural communities1 the poor1 low-income workers1 women1 the elderly1 the unhoused1 people with disabilities1 or youth4 7#c7 ,institutes ,the term ,institutes means the ,national ,institutes of ,clean ,energy established under subsection 7b74 7#d7 ,land-grant college or university ,the term land-grant college or university means-- 7,a7 an institution that is eligible to receive funds under the ,act of ,july #b1 #ahfb 7commonly known as the ,first ,morrill ,act7 7#ab ,stat4 #ejc1 chapter #acj2 #g ,u4,s4,c4 #cja et seq47 or the ,act of ,august #cj1 #ahij 7commonly known as the ,second ,morrill ,act7 7#bf ,stat4 #dag1 chapter #hda2 #g ,u4,s4,c4 #cba et seq471 including ,tuskegee ,university2 and 7,b7 a #aiid ,institution 7as defined in section #ecb of the ,equity in ,educational ,land-,grant ,status ,act of #aiid 7#g ,u4,s4,c4 #cja note2 ,public ,law #ajc-chb774 7#e7 ,minority-serving institution ,the term minority-serving institution means an institution of higher education described in section #cga7;a7 of the ,higher ,education ,act of #aife 7#bj ,u4,s4,c4 #ajfgq7a774 7#f7 ,renewable energy source ,the term renewable energy source means energy generated from a renewable source1 including the following renewable energy sources3 7,a7 ,solar1 including electricity4 7,b7 ,wind4 7,c7 ,ocean1 including tidal1 wave1 current1 and thermal4 7,d7 ,geothermal1 including electricity and heat pumps4 7,e7 ,hydroelectric generation capacity achieved from increased efficiency or additions of new capacity at an existing hydroelectric project that was placed in service on or after ,january #a1 #aiii4 7,f7 ,hydrogen derived from a renewable energy source4 7,g7 ,thermal energy generated by any of the sources described in subparagraphs 7,a7 through 7,f74 7b7 ,establishment ,not later than ,january #a1 #bjbe1 there shall be established the ,national ,institutes of ,clean ,energy1 which shall be an agency of the ,department of ,energy4 7c7 ,activities 7#a7 ,in general ,the ,institutes shall-- 7,a7 invest in clean energy science1 climate science1 innovation1 and research and development to reduce emissions and build climate resilience2 and 7,b7 support-- 7i7 clean energy research areas1 including-- 7,i7 demonstration projects for clean energy and climate research and development priorities1 including microgrids1 energy storage1 electric vehicles1 and advanced energy technologies in hard-to-decarbonize sectors1 such as the aviation and shipping sectors2 and 7,,ii7 clean energy research areas that are underrepresented in existing ,federal research and development funding1 such as long-duration grid storage2 7ii7 research and development projects focusing on the impacts of energy production in frontline communities1 including communities of color and low-income communities1 that have been disproportionately impacted by environmental injustices2 and 7iii7 research and development projects focused on impacts of clean energy and energy production on job loss1 job creation1 and workforce development1 particularly in heavily unionized workforce sectors4 7#b7 ,priority ,in carrying out paragraph 7#a71 the ,institutes shall give priority to-- 7,a7 the development of technologies that will-- 7i7 minimize environmental harms to or negative public health impacts on frontline1 vulnerable1 and disadvantaged communities2 7ii7 improve the public health of frontline1 vulnerable1 and disadvantaged communities2 or 7iii7 create high-quality jobs with strong labor standards in frontline1 vulnerable1 and disadvantaged communities2 7,b7 research and development of advanced energy technologies2 7,c7 climate science and innovation and clean energy technology2 7,d7 research and development that will be conducted at-- 7i7 public universities and colleges2 7ii7 land-grant colleges and universities2 7iii7 minority-serving institutions1 including historically ,black colleges and universities2 and 7iv7 consortia comprising #a or more of the entities described in clauses 7i7 through 7iii72 and 7,e7 research and development in geographic areas that have seen the worst job losses between #bjaf and #bjba1 including rural areas and areas impacted by deindustrialization4 7d7 ,authorization of appropriations ,there is authorized to be appropriated #djj1jjj1jjj1jjj for the period of fiscal years #bjbb through #bjca to establish and operate the ,institutes4
