pre-disaster mitigation program of the ,small ,business ,administration1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,providing ,resources for ,emergency ,preparedness ,and ,resilient ,enterprises ,act or the ,,prepare ,act4 #b4 ,pre-disaster mitigation program 7a7 ,in general ,section #g7;b7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcf7;b77 is amended-- 7#a7 in paragraph 7#a77;,c7-- 7,a7 by striking during fiscal years #bjjj through #bjjd1 to establish a predisaster mitigation program and inserting to establish a pre-disaster mitigation program2 7,b7 by inserting in accordance with paragraph 7#af7 and before as the ,administrator may2 7,c7 by striking to enable small businesses and inserting to small business concerns to enable those concerns2 and 7,d7 by striking in support of a formal and all that follows and inserting to protect the commercial real estate1 equipment1 inventory1 supplies1 and materials of those concerns from damages related to disasters22 and 7#b7 by inserting after paragraph 7#ae7 the following3 7#af7 ,pre-disaster mitigation program loans 7,a7 ,loan cap ,the aggregate amount of loans made under the pre-disaster mitigation program under paragraph 7#a77;,c7 to a borrower may not exceed #ejj1jjj4 7,b7 ,outreach ,in carrying out the pre-disaster mitigation program under paragraph 7#a77;,c71 the ,administrator shall-- 7i7 establish an advertising and outreach program to help small business concerns understand the value of mitigation and that the pre-disaster mitigation program is available for that purpose2 7ii7 conduct outreach campaigns to small business concerns regarding the pre-disaster mitigation program1 including-- 7,i7 advertising to educate those concerns on the importance of disaster mitigation2 and 7,,ii7 campaigns to promote participation in the program by small business concerns located in economically depressed areas2 7iii7 provide technical assistance to applicants1 including instructions on how to participate in the pre-disaster mitigation program1 assistance in preparing applications1 and expertise on best practices for projects2 and 7iv7 provide detailed information on the purposes for which funds from loans made under the pre-disaster mitigation program may be used4 7,c7 ,reservation of funds ,not more than #d percent of the funds made available to the ,administrator to carry out the pre-disaster mitigation program under paragraph 7#a77;,c7 may be reserved by the ,administrator for-- 7i7 the administrative costs of the program2 and 7ii7 the activities described in subparagraph 7,b74 7,d7 ,guidance ,the ,administrator shall issue guidance to ensure that borrowers purchase and maintain adequate insurance coverage over the duration of a loan obtained under the pre-disaster mitigation program under paragraph 7#a77;,c74 4 7b7 ,authorization of appropriations ,section #bj7;c7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fca note7 is amended to read as follows3 7c7 ,pre-,disaster mitigation program ,there is authorized to be appropriated for the purpose of carrying out the program established under section #g7;b77#a77;,c7 the following amounts3 7#a7 #be1jjj1jjj for fiscal year #bjbb4 7#b7 #be1jjj1jjj for fiscal year #bjbc4 7#c7 #be1jjj1jjj for fiscal year #bjbd4 7#d7 #be1jjj1jjj for fiscal year #bjbe4 7#e7 #be1jjj1jjj for fiscal year #bjbf4 4 7c7 ,program evaluation ,not later than #a year after the date of enactment of this ,act1 and annually thereafter1 the ,administrator of the ,small ,business ,administration shall submit to the ,committee on ,small ,business and ,entrepreneurship of the ,senate and the ,committee on ,small ,business of the ,house of ,representatives a report on the pre-disaster mitigation program under section #g7;b77#a77;,c7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcf7;b77#a77;,c771 as amended by this ,act1 including-- 7#a7 a list of the geographic areas in which recipients of loans under the program are located2 7#b7 the types of mitigation projects that were funded2 7#c7 the number and dollar value of the loans made under the program2 7#d7 the estimated aggregate value resulting from the use of mitigation techniques funded by loans made under the program1 including-- 7,a7 the lost productivity and expenses that were avoided2 and 7,b7 the estimated amount saved by the ,federal ,government2 7#e7 the information required by paragraph 7#d7 disaggregated by region1 by ,state1 and by industry2 and 7#f7 the estimated dollar value of loans that would have been made under section #g7;b77#a77;,a7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcf7;b77#a77;,a77 without the loans made under the program4 7d7 ,initial reporting on pilot program ,not later than #fj days after the date of enactment of this ,act1 the ,administrator of the ,small ,business ,administration shall submit to the ,committee on ,small ,business and ,entrepreneurship of the ,senate and the ,committee on ,small ,business of the ,house of ,representatives-- 7#a7 a description of and all related materials for outreach advertising campaign efforts made during the duration of the pre-disaster mitigation pilot program of the ,small ,business ,administration2 7#b7 information on how the ,small ,business ,administration appropriately staffed the ,office of ,disaster ,assistance to carry out the pilot program described in paragraph 7#a72 and 7#c7 the amount of the budget of the pilot program described in paragraph 7#a7 that was used for outreach advertising campaign efforts4 7e7 ,applicability ,the amendments made by this section shall apply only with respect to loans made under section #g7;b77#a77;,c7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcf7;b77#a77;,c771 as amended by this ,act1 on or after the date of enactment of this ,act4 #c4 ,increase in allowable amount of physical disaster loan for mitigation ,section #g7;b77#a77;,a7 of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcf7;b77#a77;,a77 is amended1 in the second proviso1 by striking #bj per centum and inserting #cj percent4
