nurses or allied health professionals   
,title ,,vii of the ,public ,health     
,service ,act is amended by inserting   
after section #gee of such ,act 7#db    
,u4,s4,c4 #bid;e7 the following3        
#gee;,a4 ,grants to reduce barriers to  
immigrants becoming nurses or allied    
health professionals  7a7 ,in general   

,the ,secretary may award grants to     
,state1 local1 and ,tribal governments  
and private organizations to reduce     
barriers to becoming nurses or allied   
health professionals in the ,united     
,states for individuals who are-- 7#a7  
lawfully admitted for permanent         
residence2  7#b7 admitted as a refugee  
under section #bjg of the ,immigration  
and ,nationality ,act2  7#c7 granted    
asylum under section #bjh of such ,act2 
or  7#d7 an immigrant otherwise         
authorized to be employed in the ,united
 ,states4  7b7 ,use of funds ,a ,state1 
local1 or ,tribal government receiving a
 grant under this section shall use the 
grant to reduce barriers described in   
subsection 7a71 which may include-- 7#a7
 paying the costs of-- 7,a7 education or
 training to become a nurse or allied   
health professional2 and  7,b7 licensing
 or certification1 including the costs  
of preparing for and taking any         
examination applicable to the nursing or
 allied health profession selected by   

the individual2  7#b7 providing a living
 stipend to individuals studying for    
such examination2  7#c7 providing       
classes in ,english as a second         
language2 and  7#d7 assisting in        
obtaining overseas academic or training 
records4  4  #c4 ,eligibility of certain
 immigrants to serve in ,national       
,health ,service ,corps ,section #cca of
 the ,public ,health ,service ,act 7#db 
,u4,s4,c4 #bed;d7 is amended-- 7#a7 by  
redesignating subsection 7j7 as         
subsection 7k72 and  7#b7 by inserting  
after subsection 7i7 the following3  7j7
 ,service by immigrants ,notwithstanding
 any provision of law that would        
otherwise require a member of the       
,national ,health ,service ,corps to be 
a ,united ,states citizen or national1  
an individual described in section      
#gee;,a7a7 may be eligible-- 7#a7 to    
serve in the ,national ,health ,service 
,corps2 and  7#b7 to participate in the 
,national ,health ,service ,corps       
,scholarship ,program under section
