,committee on ,education and ,labor  ,a 
,,bill  ,to prohibit the award of       
,federal funds to an institution of     
higher education that hosts or is       
affiliated with a student-based service 
site that provides abortion drugs or    
abortions to students of the institution
 or to employees of the institution or  
site1 and for other purposes4  #a4      
,short title ,this ,act may be cited as 
the ,protecting ,life on ,college       
,campus ,act of #bjba4  #b4 ,prohibition
 on award of funds to certain           
institutions of higher education  7a7   
,prohibition ,no ,federal funds may be  
awarded 7directly or indirectly1        
including through a contract or         
subcontract7 to any institution of      

higher education that hosts or is       
affiliated with any school-based service
 site that provides abortion drugs or   
abortions to students of the institution
 or to employees of the institution or  
site4  7b7 ,annual reporting ,to remain 
eligible for awards of ,federal funds1  
an institution of higher education that 
hosts or is affiliated with one or more 
school-based service sites shall submit 
an annual report to the ,secretary of   
,education and the ,secretary of ,health
 and ,human ,services certifying that no
 such site provides abortion drugs or   
abortions to students of the institution
 or to employees of the institution or  
site4  7c7 ,definitions ,in this        
section3 7#a7 ,the term abortion drug   
means any drug1 substance1 or           
combination of drugs or substances that 
is intended for use or that is in fact  
used 7irrespective of how the product is
 labeled7-- 7,a7 to intentionally kill  
the unborn child of a woman known to be 
pregnant2 or  7,b7 to intentionally     

terminate the pregnancy of a woman known
 to be pregnant1 with an intention other
 than-- 7i7 to produce a live birth2 or 
7ii7 to remove a dead unborn child4     
7#b7 ,the term institution of higher    
education has the meaning given to such 
term in section #aja of the ,higher     
,education ,act of #aife 7#bj ,u4,s4,c4 
#ajja74  7#c7 ,the term school-based    
service site means-- 7,a7 a health      
clinic that-- 7i7 meets the definition  
of a school-based health center under   
section #baaj7;c77#i77;,a7 of the       
,social ,security ,act 7#db ,u4,s4,c4   
#acig;jj7c77#i77;,a77 and is            
administered by a sponsoring facility   
7as defined in section                  
#baaj7;c77#i77;,b7 of the ,social       
,security ,act 7#db ,u4,s4,c4           
#acig;jj7c77#i77;,b7772 and  7ii7       
provides1 at a minimum1 comprehensive   
primary health services during school   
hours by health professionals in        
accordance with established standards1  
community practice1 reporting laws1 and 

other ,state laws1 including parental   
consent and notification laws that are  
not inconsistent with ,federal law2 or  
7,b7 a clinic providing health care     
services 7including primary health      
services1 family planning services1     
telehealth services1 and pharmaceutical 
services1 without regard to whether the 
services are provided by employees of   
the clinic or contracted providers7 to  
students that is located on the campus  
of an institution of higher education   
that accepts ,federal funding4
