 ,establishment ,chapter #g of title    
#aj1 ,united ,states ,code1 is amended  
by inserting before section #ahg the    
following new section #ahf3  #ahf4      
,exceptional ,family ,member ,program   
,advisory ,council  7a7 ,establishment  
,there is an ,exceptional ,family       
,member ,program ,advisory ,council in  

the ,department of ,defense 7in this    
section referred to as the ,council74   
7b7 ,purpose ,the purpose of the        
,council is to provide1 to the          
,subcommittees on ,military ,personnel  
of the ,committees on ,armed ,services  
of the ,senate and ,house of            
,representatives1 the ,secretary of     
,defense1 and the chiefs of the covered 
armed forces1 recommendations regarding 
how to improve the ,exceptional ,family 
,member ,program4 ,the ,council shall   
provide such recommendations not less   
than once every six months4  7c7        
,composition ,the ,council shall be     
composed of the following3 7#a7 ,one    
member of each covered armed force--    
7,a7 serving on active duty2  7,b7 who  
has a dependent-- 7i7 enrolled in the   
,exceptional ,family ,member ,program2  
and  7ii7 with an individualized        
education program2 and  7,c7 appointed  
by the ,vice ,chief of ,staff of the    
covered armed force concerned4  7#b7    
,two military spouses-- 7,a7 of members 

eligible to be appointed under paragraph
 7#a72  7,b7 who are not civilian       
employees of the ,department of         
,defense2  7,c7 one of whom is married  
to an enlisted member and one of whom is
 married to an officer2 and  7,d7       
appointed by the ,vice ,chief of ,staff 
of the covered armed force concerned4   
7#c7 ,one adult dependent-- 7,a7        
enrolled in the ,exceptional ,family    
,member ,program2 and  7,b7 appointed by
 the ,vice ,chief of ,staff of the      
covered armed force concerned4  7#d7    
,one representative of the ,exceptional 
,family ,member ,program ,coalition4    
7#e7 ,one member of the ,defense ,health
 ,agency4  7#f7 ,one member of the      
,department of ,defense ,education      
,activity4  7#g7 ,one member of the     
,office of ,special ,needs4  7d7        
,appointments ,in making appointments   
under subsection 7c71 the ,vice ,chief  
of ,staff of the covered armed force    
concerned shall seek to represent the   
diversity of the disability community4  

7e7 ,terms ,each member of the ,council 
shall serve a term of two years1 except 
one of the original members appointed   
under subsection 7c77#b71 selected by   
the ,secretary of ,defense at the time  
of appointment1 shall be appointed for a
 term of three years4  7f7 ,meetings    
,the ,council shall meet at least once  
every calendar quarter1 in person or by 
teleconference4  7g7 ,covered armed     
force defined ,in this section1 the term
 covered armed force means an armed     
force under the jurisdiction of the     
,secretary of a military department4  4 
7b7 ,technical and conforming amendments
  7#a7 ,table of sections ,the table of 
sections at the beginning of such       
chapter is amended by inserting before  
the item relating to section #ahg the   
following new item3  #ahf4 ,exceptional
