contributions to the ,nation4 #a4 ,findings ,congress makes the following findings3 7#a7 ,on ,september #aa1 #bjab1 the ,united ,states consulate1 and its personnel in ,benghazi1 ,libya1 were attacked by militants4 7#b7 ,four ,americans were killed in the attack1 including ,ambassador ,j4 ,christopher ,stevens1 ,sean ,smith1 ,glen ,doherty1 and ,tyrone ,woods4 7#c7 ,glen ,doherty and ,tyrone ,woods were former ,navy ,s,e,a,ls who served as security personnel in ,libya4 ,as the attack unfolded1 they bravely attempted to defend ,american property and protect ,united ,states diplomatic personnel4 ,in so doing1 they selflessly sacrificed their own lives4 7#d7 ,glen ,doherty was a ,navy ,,seal for #ab years and served in ,iraq and ,afghanistan4 ,he attained the rank of ,petty ,officer ,first ,class and earned the ,navy and ,marine ,corps ,commendation ,medal4 ,after leaving the ,navy1 ,glen ,doherty worked with the ,department of ,state to protect ,american diplomats4 7#e7 ,tyrone ,woods served for #bj years as a ,navy ,,seal including tours in ,iraq and ,afghanistan4 ,in ,iraq he led multiple raids and reconnaissance missions and earned the ,bronze ,star4 ,after retiring from the ,navy as a ,senior ,chief ,petty ,officer1 ,tyrone ,woods worked with the ,department of ,state to protect ,american diplomats4 7#f7 ,j4 ,christopher ,stevens served for #ba years in the ,u4,s4 ,foreign ,service4 ,he was serving as ,u4,s4 ,ambassador to ,libya and previously served twice in the country1 as both ,special ,representative to the ,libyan ,transitional ,national ,council and as the ,deputy ,chief of ,mission4 ,earlier in his life1 he also served as a ,peace ,corps volunteer teaching ,english in ,morocco4 7#g7 ,sean ,smith served for #f years in the ,u4,s4 ,air ,force4 ,he attained the rank of ,staff ,sergeant and was awarded the ,air ,force ,commendation ,medal4 ,after leaving the ,air ,force1 ,sean ,smith served for #aj years in the ,state ,department on various assignments1 which took him to places such as ,baghdad1 ,brussels1 ,pretoria1 and ,the ,hague4 7#h7 ,as their careers attest1 all four men served their country honorably4 #b4 ,congressional gold medal 7a7 ,award authorized ,the ,speaker of the ,house of ,representatives and the ,president pro tempore of the ,senate shall make appropriate arrangements for the posthumous award1 on behalf of the ,congress1 of a single gold medal of appropriate design collectively in commemoration of ,glen ,doherty1 ,tyrone ,woods1 ,j4 ,christopher ,stevens1 and ,sean ,smith1 in recognition of their contributions to the ,nation4 7b7 ,design and striking ,for the purposes of the award referred to in subsection 7a71 the ,secretary of the ,treasury 7hereafter in this ,act referred to as the ,secretary7 shall strike the gold medal with suitable emblems1 devices1 and inscriptions1 to be determined by the ,secretary4 ,the ,secretary is authorized to create designs for the medal that1 if the ,secretary deems it appropriate1 include images of1 and inscriptions of the names of1 ,glen ,doherty1 ,tyrone ,woods1 ,j4 ,christopher ,stevens1 and ,sean ,smith4 7c7 ,central intelligence agency museum 7#a7 ,in general ,following the award of the gold medal under subsection 7a71 the gold medal shall be given to the ,central ,intelligence ,agency ,museum1 where it shall be displayed as appropriate and made available for research4 7#b7 ,sense of ,congress ,it is the sense of ,congress that the ,central ,intelligence ,agency ,museum should make the gold medal received under paragraph 7#a7 available for display elsewhere1 particularly at other appropriate locations associated with ,glen ,doherty1 ,tyrone ,woods1 ,j4 ,christopher ,stevens1 and ,sean ,smith4 #c4 ,duplicate medals ,the ,secretary may strike and sell duplicates in bronze of the gold medal struck pursuant to section #b1 at a price sufficient to cover the cost thereof1 including labor1 materials1 dies1 use of machinery1 and overhead expenses4 #d4 ,status of medals 7a7 ,national medals ,the medals struck pursuant to this ,act are national medals for purposes of chapter #ea of title #ca1 ,united ,states ,code4 7b7 ,numismatic items ,for purposes of section #eacd of title #ca1 ,united ,states ,code1 all medals struck under this ,act shall be considered to be numismatic items4 #e4 ,authority to use fund amounts2 proceeds of sale 7a7 ,authority to use fund amounts ,there is authorized to be charged against the ,united ,states ,mint ,public ,enterprise ,fund such amounts as may be necessary to pay for the costs of the medals struck under this ,act4 7b7 ,proceeds of sale ,amounts received from the sale of duplicate bronze medals authorized under section #d shall be deposited into the ,united ,states ,mint ,public ,enterprise ,fund4 #f4 ,determination of budgetary effects ,the budgetary effects of this ,act1 for the purpose of complying with the ,statutory ,pay-,as-,you-,go ,act of #bjaj1 shall be determined by reference to the latest statement titled ,budgetary ,effects of ,,paygo ,legislation for this ,act1 submitted for printing in the ,congressional ,record by the ,chairman of the
