,election ,campaign ,act of #aiga to    
prohibit a person from knowingly        
providing substantial assistance        
relating to a contribution or donation  
by a foreign national1 and for other    
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,stop ,supporting   
,foreign ,interference in ,our          
,democracy ,act4  #b4 ,prohibition on   
provision of substantial assistance     
relating to contribution or donation by 
foreign nationals  7a7 ,in general      
,section #cai of the ,federal ,election 
,campaign ,act of #aiga 7#eb ,u4,s4,c4  
#cjaba7 is amended-- 7#a7 in subsection 
7a7-- 7,a7 by striking or at the end of 
paragraph 7#a77;,c72  7,b7 by striking  
the period at the end of paragraph 7#b7 

and inserting 2 or2 and  7,c7 by adding 
at the end the following3  7#c7 a person
 to knowingly provide substantial       
assistance to another person in carrying
 out an activity described in paragraph 
7#a7 or 7#b74  2 and  7#b7 by adding at 
the end the following new subsections3  
7c7 ,knowingly described  7#a7 ,in      
general ,for purposes of subsection     
7a77#c71 the term knowingly means actual
 knowledge1 awareness of pertinent facts
 that would lead a reasonable person to 
conclude there is a substantial         
probability1 or awareness of pertinent  
facts that would lead a reasonable      
person to conduct a reasonable inquiry  
to establish-- 7,a7 with respect to an  
activity described in subsection        
7a77#a71 that the contribution1         
donation1 expenditure1 independent      
expenditure1 or disbursement is from a  
foreign national2 and  7,b7 with respect
 to an activity described in subsection 
7a77#b71 that the contribution or       
donation solicited1 accepted1 or        

received is from a foreign national4    
7#b7 ,pertinent facts ,for purposes of  
paragraph 7#a71 pertinent facts include1
 but are not limited to1 that the person
 making the contribution1 donation1     
expenditure1 independent expenditure1 or
 disbursement1 or that the person from  
whom the contribution or donation is    
solicited1 accepted1 or received-- 7,a7 
uses a foreign passport or passport     
number for identification purposes2     
7,b7 provides a foreign address2  7,c7  
uses a check or other written instrument
 drawn on a foreign bank1 or by a wire  
transfer from a foreign bank1 in        
carrying out the activity2 or  7,d7     
resides abroad4  7d7 ,substantial       
assistance defined ,as used in this     
section1 the term substantial assistance
 means1 with respect to an activity     
prohibited by paragraph 7#a7 or 7#b7 of 
subsection 7a71 involvement with an     
intent to facilitate successful         
completion of the activity4  4
