significant institution in a

 schools in the ,united ,states are     
where students come to be educated about
 the values and beliefs that hold the   
individuals of the ,united ,states      
together as a nation2 ,whereas public   
schools prepare young individuals of the
 ,united ,states to contribute to the   
society1 economy1 and citizenry of the  
country2 ,whereas #ij percent of        
children in the ,united ,states attend  
public schools2 ,whereas ,federal1      
,state1 and local lawmakers should--    
7#a7 prioritize support for             
strengthening the public schools of the 
,united ,states2  7#b7 empower          
superintendents1 principals1 and other  
school leaders to implement1 manage1 and
 lead school districts and schools in   
partnership with educators1 parents1 and
 other local education stakeholders2 and

  7#c7 support services and programs    
that are critical to helping students   
engage in learning1 including           
counseling1 extracurricular activities1 
and mental health supports2 ,whereas    
public schools should foster inclusive1 
safe1 and high-quality environments in  
which children can learn to think

should provide environments in which all
