may be cited as the ,not ,invisible ,act of #bjai4 #b4 ,definitions ,in this ,act-- 7#a7 the term ,commission means the ,department of the ,interior and the ,department of ,justice ,joint ,commission on ,reducing ,violent ,crime ,against ,indians under section #d2 7#b7 the term human trafficking means act or practice described in paragraph 7#i7 or paragraph 7#aj7 of section #ajc of the ,trafficking ,victims ,protection ,act of #bjjj 7#bb ,u4,s4,c4 #gajb72 7#c7 the term ,indian means a member of an ,indian tribe2 7#d7 the terms ,indian lands and ,indian tribe have the meanings given the terms in section #c of the ,native ,american ,business ,development1 ,trade ,promotion1 and ,tourism ,act of #bjjj 7#be ,u4,s4,c4 #dcjb72 and 7#e7 the terms urban centers and urban ,indian organization have the meanings given the terms in section #d of the ,indian ,health ,care ,improvement ,act 7#be ,u4,s4,c4 #afjc74 #c4 ,coordinator of ,federal efforts to combat violence against ,native people 7a7 ,coordinator designation ,the ,secretary of the ,interior shall designate an official within the ,office of ,justice ,services in the ,bureau of ,indian ,affairs who shall-- 7#a7 coordinate prevention efforts1 grants1 and programs related to the murder of1 trafficking of1 and missing ,indians across ,federal agencies1 including-- 7,a7 the ,bureau of ,indian ,affairs2 and 7,b7 the ,department of ,justice1 including-- 7i7 the ,office of ,justice ,programs2 7ii7 the ,office on ,violence ,against ,women2 7iii7 the ,office of ,community ,oriented ,policing ,services2 7iv7 the ,federal ,bureau of ,investigation2 and 7v7 the ,office of ,tribal ,justice2 7#b7 ensure prevention efforts1 grants1 and programs of ,federal agencies related to the murder of1 trafficking of1 and missing ,indians consider the unique challenges of combating crime1 violence1 and human trafficking of ,indians and on ,indian lands faced by ,tribal communities1 urban centers1 the ,bureau of ,indian ,affairs1 ,tribal law enforcement1 ,federal law enforcement1 and ,state and local law enforcement2 7#c7 work in cooperation with outside organizations with expertise in working with ,indian tribes and ,indian ,tribes to provide victim centered and culturally relevant training to tribal law enforcement1 ,indian ,health ,service health care providers1 urban ,indian organizations1 ,tribal community members and businesses1 on how to effectively identify1 respond to and report instances of missing persons1 murder1 and trafficking within ,indian lands and of ,indians2 and 7#d7 report directly to the ,secretary of the ,interior4 7b7 ,report ,the official designated in subsection 7a7 shall submit to the ,committee on ,indian ,affairs and the ,committee on the ,judiciary of the ,senate and the ,committee on ,natural ,resources and the ,committee on the ,judiciary of the ,house of ,representatives a report to provide information on ,federal coordination efforts accomplished over the previous year that includes-- 7#a7 a summary of all coordination activities undertaken in compliance with this section2 7#b7 a summary of all trainings completed under subsection 7a77#c72 and 7#c7 recommendations for improving coordination across ,federal agencies and of relevant ,federal programs4 #d4 ,establishment of the ,department of ,interior and the ,department of ,justice ,joint ,commission on ,reducing ,violent ,crime ,against ,indians 7a7 ,establishment ,not later than #abj days after the date of enactment of this ,act1 the ,secretary of the ,interior1 in coordination with the ,attorney ,general1 shall establish and appoint all members of a joint commission on violent crime on ,indian lands and against ,indians4 7b7 ,membership 7#a7 ,composition 7,a7 ,in general ,the ,commission shall be composed of members who represent diverse experiences and backgrounds that provide balanced points of view with regard to the duties of the ,commission4 7,b7 ,diversity ,to the greatest extent practicable1 the ,secretary of the ,interior shall ensure the ,commission includes ,tribal representatives from diverse geographic areas and of diverse sizes4 7#b7 ,appointment ,the ,secretary of the ,interior1 in coordination with the ,attorney ,general1 shall appoint the members to the ,commission1 including representatives from-- 7,a7 tribal law enforcement2 7,b7 the ,office of ,justice ,services of the ,bureau of ,indian ,affairs2 7,c7 ,state and local law enforcement in close proximity to ,indian lands1 with a letter of recommendation from a local ,indian ,tribe2 7,d7 the ,victim ,services ,division of the ,federal ,bureau of ,investigation2 7,e7 the ,department of ,justice's ,human ,trafficking ,prosecution ,unit2 7,f7 the ,office of ,violence ,against ,women of the ,department of ,justice2 7,g7 the ,office of ,victims of ,crime of the ,department of ,justice2 7,h7 a ,united ,states attorney's office with experience in cases related to missing persons1 murder1 or trafficking of ,indians or on ,indian land2 7,i7 the ,administration for ,native ,americans of the ,office of the ,administration for ,children ,families of the ,department of ,health and ,human ,services2 7,j7 the ,substance ,abuse and ,mental ,health ,services ,administration of the ,department of ,health and ,human ,services2 7,k7 a ,tribal judge with experience in cases related to missing persons1 murder1 or trafficking2 7,l7 not fewer than #c ,indian ,tribes from diverse geographic areas1 including #a ,indian tribe located in ,alaska1 selected from nominations submitted by the ,indian ,tribe2 7,m7 not fewer than #b health care and mental health practitioners and counselors and providers with experience in working with ,indian survivors of trafficking and sexual assault1 with a letter of recommendation from a local tribal chair or tribal law enforcement officer2 7,n7 not fewer than #c national1 regional1 or urban ,indian organizations focused on violence against women and children on ,indian lands or against ,indians2 7,o7 at least #b ,indian survivors of human trafficking2 7,p7 at least #b family members of missing ,indian people2 7,q7 at least #b family members of murdered ,indian people2 7,r7 the ,national ,institute of ,justice2 and 7,s7 the ,indian ,health ,service4 7#c7 ,periods of appointment ,members shall be appointed for the duration of the ,commission4 7#d7 ,vacancies ,a vacancy in the ,commission shall be filled in the manner in which the original appointment was made and shall not affect the powers or duties of the ,commission4 7#e7 ,compensation ,commission members shall serve without compensation4 7#f7 ,travel expenses ,the ,secretary of the ,interior1 in coordination with the ,attorney ,general1 shall consider the provision of travel expenses1 including per diem1 to ,commission members when appropriate4 7c7 ,duties 7#a7 ,in general ,the ,commission may hold such hearings1 meet and act at times and places1 take such testimony1 and receive such evidence as the ,commission considers to be advisable to carry out the duties of the ,commission under this section4 7#b7 ,recommendations for the ,department of ,interior and ,department of ,justice 7,a7 ,in general ,the ,commission shall develop recommendations to the ,secretary of the ,interior and ,attorney ,general on actions the ,federal ,government can take to help combat violent crime against ,indians and within ,indian lands1 including the development and implementation of recommendations for-- 7i7 identifying1 reporting1 and responding to instances of missing persons1 murder1 and human trafficking on ,indian lands and of ,indians2 7ii7 legislative and administrative changes necessary to use programs1 properties1 or other resources funded or operated by the ,department of the ,interior and ,department of ,justice to combat the crisis of missing or murdered ,indians and human trafficking on ,indian lands and of ,indians2 7iii7 tracking and reporting data on instances of missing persons1 murder1 and human trafficking on ,indian lands and of ,indians2 7iv7 addressing staff shortages and open positions within relevant law enforcement agencies1 including issues related to the hiring and retention of law enforcement officers2 7v7 coordinating tribal1 ,state1 and ,federal resources to increase prosecution of murder and human trafficking offenses on ,indian lands and of ,indians2 and 7vi7 increasing information sharing with tribal governments on violent crime investigations and prosecutions in ,indian lands that were terminated or declined4 7,b7 ,submission ,not later than #ah months after the enactment of this ,act1 the ,commission shall make publicly available and submit all recommendations developed under this paragraph to-- 7i7 the ,secretary of the ,interior2 7ii7 the ,attorney ,general2 7iii7 the ,committee on the ,judiciary of the ,senate2 7iv7 the ,committee on ,indian ,affairs of the ,senate2 7v7 the ,committee on ,natural ,resources of the ,house of ,representatives2 and 7vi7 the ,committee on the ,judiciary of the ,house of ,representatives4 7,c7 ,secretarial response ,not later than #ij days after the date on which the ,secretary of the ,interior and the ,attorney ,general receive the recommendations under paragraph 7#b71 the ,secretary and the ,attorney ,general shall each make publicly available and submit a written response to the recommendations to-- 7i7 the ,commission2 7ii7 the ,committee on the ,judiciary of the ,senate2 7iii7 the ,committee on ,indian ,affairs of the ,senate2 7iv7 the ,committee on ,natural ,resources of the ,house of ,representatives2 and 7v7 the ,committee on the ,judiciary of the ,house of ,representatives4 7d7 ,,faca exemption ,the ,commission shall be exempt from the ,federal ,advisory ,committee ,act 7#e ,u4,s4,c4 ,app474 7e7 ,sunset ,the ,commission shall terminate on the date that is #b years after the date of enactment of this ,act4 ,passed the ,senate ,march #aa1 #bjbj4,secretary
