,,bill  ,to establish limitations       
regarding ,confucius ,institutes1 and   
for other purposes4  #a4 ,short title   
,this ,act may be cited as the ,concerns
 ,over ,nations ,funding ,university    
,campus ,institutes in the ,united      
,states ,act or the ,,confucius ,act4   
#b4 ,restrictions on ,confucius         
,institutes  7a7 ,definition ,in this   
section1 the term ,confucius ,institute 
means a cultural institute directly or  
indirectly funded by the ,government of 
the ,people's ,republic of ,china4  7b7 
,restrictions on ,confucius ,institutes 
,an institution of higher education or  
other postsecondary educational         
institution 7referred to in this section
 as an institution7 shall not be        

eligible to receive ,federal funds from 
the ,department of ,education 7except   
funds under title ,,iv of the ,higher   
,education ,act of #aife 7#bj ,u4,s4,c4 
#ajgj et seq47 or other ,department of  
,education funds that are provided      
directly to students7 unless the        
institution ensures that any contract or
 agreement between the institution and a
 ,confucius ,institute includes clear   
provisions that-- 7#a7 protect academic 
freedom at the institution2  7#b7       
prohibit the application of any foreign 
law on any campus of the institution2   
and  7#c7 grant full managerial         
authority of the ,confucius ,institute  
to the institution1 including full      
control over what is being taught1 the  
activities carried out1 the research    
grants that are made1 and who is        
employed at the ,confucius ,institute4
