cited as the ,advocacy ,empowerment ,act

the ,chief ,counsel for ,advocacy  7a7  
,chief counsel authority ,section

,u4,s4,c4 #fcd;c7a77 is amended-- 7#a7  
in paragraph 7#e71 by striking and at   
the end2  7#b7 in paragraph 7#f71 by    
striking the period at the end and      
inserting a semicolon2 and  7#c7 by     
adding at the end the following3  7#g7  
issue1 modify1 or amend rules governing 

compliance by agencies with chapter #f  
of title #e1 ,united ,states ,code1     
after opportunity for notice and comment
 under section #eec of title #e1 ,united
 ,states ,code2 and  7#h7 authorize an  
agency to issue such supplemental rules 
governing compliance with chapter #f of 
title #e1 ,united ,states ,code1 as the 
,chief ,counsel may approve1 and ensure 
that the supplemental rules comply with 
such chapter #f and with the notice and 
comment process under section #eec of
