#a4 ,short title ,this ,act may be cited as the ,frank and ,jeanne ,moore ,wild ,steelhead ,special ,management ,area ,designation ,act4 #b4 ,findings ,congress finds that-- 7#a7 ,frank ,moore has committed his life to family1 friends1 his country1 and fly fishing2 7#b7 ,frank ,moore is a ,world ,war ,,ii veteran who stormed the beaches of ,normandy along with #aej1jjj troops during the ,d-,day ,allied invasion and was awarded the ,chevalier of the ,french ,legion of ,honor for his bravery2 7#c7 ,frank ,moore returned home after the war1 started a family1 and pursued his passion of fishing on the winding rivers in ,oregon2 7#d7 as the proprietor of the ,steamboat ,inn along the ,north ,umpqua ,river in ,oregon for nearly #bj years1 ,frank ,moore1 along with his wife ,jeanne1 shared his love of fishing1 the flowing river1 and the great outdoors with visitors from all over the ,united ,states and the world2 7#e7 ,frank ,moore has spent most of his life fishing the vast rivers of ,oregon1 during which time he has contributed significantly to efforts to conserve fish habitats and protect river health1 including serving on the ,state of ,oregon ,fish and ,wildlife ,commission2 7#f7 ,frank ,moore has been recognized for his conservation work with the ,national ,wildlife ,federation ,conservationist of the ,year award1 the ,wild ,steelhead ,coalition ,conservation ,award1 and his #bjaj induction into the ,fresh ,water ,fishing ,hall of ,fame2 and 7#g7 in honor of the many accomplishments of ,frank ,moore1 both on and off the river1 approximately #ii1fec acres of ,forest ,service land in the ,state of ,oregon should be designated as the ,frank and ,jeanne ,moore ,wild ,steelhead ,special ,management ,area4 #c4 ,definitions ,in this ,act3 7#a7 ,map ,the term ,map means the map entitled ,frank ,moore ,wild ,steelhead ,special ,management ,area ,designation ,act and dated ,june #bc1 #bjaf4 7#b7 ,secretary ,the term ,secretary means the ,secretary of ,agriculture1 acting through the ,chief of the ,forest ,service4 7#c7 ,special management area ,the term ,special ,management ,area means the ,frank and ,jeanne ,moore ,wild ,steelhead ,special ,management ,area designated by section #d7;a74 7#d7 ,state ,the term ,state means the ,state of ,oregon4 #d4 ,frank and ,jeanne ,moore ,wild ,steelhead ,special ,management ,area1 ,oregon 7a7 ,designation ,the approximately #ii1fec acres of ,forest ,service land in the ,state1 as generally depicted on the ,map1 is designated as the ,frank and ,jeanne ,moore ,wild ,steelhead ,special ,management ,area4 7b7 ,map2 legal description 7#a7 ,in general ,as soon as practicable after the date of enactment of this ,act1 the ,secretary shall prepare a map and legal description of the ,special ,management ,area4 7#b7 ,force of law ,the map and legal description prepared under paragraph 7#a7 shall have the same force and effect as if included in this ,act1 except that the ,secretary may correct clerical and typographical errors in the map and legal description4 7#c7 ,availability ,the map and legal description prepared under paragraph 7#a7 shall be on file and available for public inspection in the appropriate offices of the ,forest ,service4 7c7 ,administration ,subject to valid existing rights1 the ,special ,management ,area shall be administered by the ,secretary-- 7#a7 in accordance with all laws 7including regulations7 applicable to the ,national ,forest ,system2 and 7#b7 in a manner that-- 7,a7 conserves and enhances the natural character1 scientific use1 fish and wildlife1 drinking water1 and botanical1 recreational1 ecological1 scenic1 and cultural value of the ,special ,management ,area2 7,b7 maintains and seeks to enhance the wild salmonid habitat of the ,special ,management ,area2 7,c7 maintains or enhances the watershed as a thermal refuge for wild salmonids2 and 7,d7 preserves opportunities for recreation1 including primitive recreation4 7d7 ,fish and wildlife ,nothing in this section affects the jurisdiction or responsibilities of the ,state with respect to fish and wildlife in the ,state4 7e7 ,adjacent management ,nothing in this section-- 7#a7 creates any protective perimeter or buffer zone around the ,special ,management ,area2 or 7#b7 modifies the applicable travel management plan for the ,special ,management ,area4 7f7 ,wildfire management ,nothing in this section prohibits the ,secretary1 in cooperation with other ,federal1 ,state1 and local agencies1 as appropriate1 from conducting wildland fire operations in the ,special ,management ,area1 consistent with the purposes of this ,act1 including the use of aircraft1 machinery1 mechanized equipment1 fire breaks1 backfires1 and retardant4 7g7 ,vegetation management ,nothing in this section prohibits the ,secretary from conducting vegetation management projects within the ,special ,management ,area in a manner consistent with-- 7#a7 the purposes described in subsection 7c72 and 7#b7 the applicable forest plan4 7h7 ,protection of tribal rights ,nothing in this section diminishes any treaty rights of an ,indian tribe4 7i7 ,withdrawal ,subject to valid existing rights1 the ,federal land within the boundaries of the ,special ,management ,area river segments designated by subsection 7a7 is withdrawn from all forms of-- 7#a7 entry1 appropriation1 or disposal under the public land laws2 7#b7 location1 entry1 and patent under the mining laws2 and 7#c7 disposition under all laws relating to mineral and geothermal leasing or mineral materials4
