 ,sae ,tung  7a7 ,in general            
,notwithstanding any other provision of 
law1 for purposes of the ,immigration   
and ,nationality ,act 7#h ,u4,s4,c4     
#aaja et seq471 ,vichai ,sae ,tung 7also
 known as ,chai ,chaowasaree7 shall be  
held and considered to have been        
lawfully admitted to the ,united ,states
 for permanent residence as of the date 
of the enactment of this ,act upon      
payment of the required visa fees4  7b7 
,reduction of number of available visas 
,upon the granting of permanent         
residence to ,vichai ,sae ,tung 7also   
known as ,chai ,chaowasaree7 pursuant to

 subsection 7a71 the ,secretary of      
,state shall instruct the proper officer
 to reduce by one during the current or 
subsequent fiscal year the total number 
of immigrant visas available to natives 
of the country of the alien's birth     
under section #bjc7;a7 of the           
,immigration and ,nationality ,act 7#h
