title ,this ,act may be cited as the    
,kittens ,in ,traumatic ,testing ,ends  
,now ,act of #bjai or the ,,kitten ,act 
of #bjai4  #b4 ,limitation on           
experimentation on cats ,section #ad of 
the ,animal ,welfare ,act 7#g ,u4,s4,c4 
#badd7 is amended-- 7#a7 in the first   
sentence1 by striking ,any department   
and inserting the following3  7a7 ,in   
general ,any department  2  7#b7 in     
subsection 7a7 7as so designated71 in   
the second sentence1 by striking ,any   
department and inserting the following3 
7b7 ,exhibiting animals ,any department 
2 and  7#c7 by adding at the end the    

following3  7c7 ,department of          
,agriculture experimentation on cats    
,not later than #ij days after the date 
of enactment of this subsection1 the    
,secretary shall not purchase1 breed1   
transport1 house1 feed1 maintain1       
dispose of1 or conduct an experiment on 
a cat as part of any study or research  
that would subject that cat to a        
procedure that may cause pain or stress1
 including pain or stress that may be   
mitigated by anesthetics1 analgesics1 or
 tranquilizer drugs1 unless the pain or 
stress is a result of a physical exam or
 training program4  4
