,nuclear ,forces ,treaty for the        
duration of the six-month withdrawal    
period from the ,,inf ,treaty1 and for  
other purposes4  #a4 ,short title  ,this
 ,act may be cited as the ,preserving   
,arms ,control ,treaties 7,,pact7 ,act  
of #bjai4  #b4 ,prohibition on use of   
funds to take actions that would        
constitute violations of the            
,intermediate-,range ,nuclear ,forces   
,treaty during the six-month withdrawal 
period from the ,treaty                 
,notwithstanding any other provision of 

law1 no funds may be obligated or       
expended to take any action that would  
constitute a violation of the ,,inf     
,treaty for the duration of the         
six-month withdrawal period under the   
,treaty1 effective as of ,february #b1  
#bjai4  #c4 ,report on ,,inf ,treaty    
withdrawal  7a7 ,in general ,not later  
than #cj days after the date of the     
enactment of this ,act1 and every #cj   
days thereafter during the six-month    
withdrawal period described in section  
7#b71 the ,secretary of ,state1 in      
concurrence with the ,secretary of      
,defense and the ,director of ,national 
,intelligence1 shall submit to the      
appropriate committees of ,congress a   
report that includes the following      
elements3  7#a7 ,a description of       
diplomatic1 economic1 and               
,,inf-compliant military measures that  
the ,united ,states has undertaken in   
order to bring the ,russian ,federation 
back into compliance during the         
six-month withdrawal period1 including  

consultations with ,north ,atlantic     
,treaty ,organization 7,,nato7 allies4  
7#b7 ,a description of the status of the
 development of the ,russian            
,federation's ,,glcm 7,,ssc-#h7 and any 
other ,,inf-range systems1 their        
capabilities1 current deployment levels1
 and the threat they may pose to the    
,united ,states ,european and ,asian    
allies and assets in the region4  7#c7  
,a formal1 detailed description of the  
arms control proposal that the          
,president referenced in his ,state of  
the ,union ,address on ,february #e1    
#bjai1 and the status of any offer to   
convene the party or parties therein    
referenced to negotiate the terms of a  
new agreement4  7b7 ,form of report ,the
 report required under subsection 7a7   
shall be unclassified with a classified
