,senate1 upon the agreement of the majority leader and the minority leader1 additional procedures to expedite consideration of a bipartisan budget resolution 7which may include limiting the number of amendments upon which the ,senate shall vote7 shall apply to consideration of the bipartisan budget resolution4 ,the majority leader shall submit a written statement for the ,congressional ,record reflecting any agreement described in this paragraph4 7#b7 ,passage ,in the ,senate1 a bipartisan budget resolution shall be agreed to only upon the affirmative vote of not less than-- 7,a7 ,congressional ,budget and ,impoundment ,control ,act of #aigd 7#b ,u4,s4,c4 #fcb7;d77 is amended to read as follows3 7d7 ,views and estimates of other committees 7#a7 ,in general ,not later than ,march #a of the first session of a ,congress1 or upon the request of the ,committee on the ,budget of the ,house of ,representatives or the ,senate1 each committee of the ,house of ,representatives and the ,senate having legislative jurisdiction shall submit to its respective ,committee on the ,budget its views and estimates 7as determined by the committee making such submission7 with respect to the following3 7,a7 ,any legislation to be considered during that ,congress that is a priority for the committee4 7,b7 ,any legislation within the jurisdiction of the committee that would establish1 amend1 or reauthorize any ,federal program and likely have a significant budgetary impact4 7#b7 ,additional matters ,any committee of the ,house of ,representatives or the ,senate and any joint committee of the ,congress may submit to the appropriate ,committees on the ,budget its views and estimates with respect to all matters set forth in subsections 7a7 and 7b7 which relate to matters within its jurisdiction4 7#c7 ,joint ,economic ,committee ,the ,joint ,economic ,committee shall submit to the ,committees on the ,budget of both ,houses its recommendations as to the fiscal policy appropriate to the goals of the ,employment ,act of #aidf4 4 #bjb4 ,annual supplemental budget submission by the ,president ,section #aajf of title #ca1 ,united ,states ,code1 is amended by adding at the end the following3 7d7 ,on or before ,december #a of each calendar year1 the ,president shall submit to ,congress an administrative budget for the fiscal year beginning in the ensuing calendar year1 which shall include up-to-date estimates for current year and prior year data and credit reestimates for the current year 7as included in the ,federal credit supplement of such budget74 4 #bjc4 ,hearing on the fiscal state of the ,nation 7a7 ,in general ,not later than #de days 7excluding ,saturdays1 ,sundays1 and holidays7 after the date on which the ,secretary of the ,treasury submits to ,congress the audited financial statement required under paragraph 7#a7 of section #cca7;e7 of title #ca1 ,united ,states ,code1 on a date agreed upon by the chairs of the ,committees on the ,budget of the ,house of ,representatives and the ,senate and the ,comptroller ,general of the ,united ,states1 the chairs shall conduct a hearing to receive a presentation from the ,comptroller ,general reviewing the findings of the audit required under paragraph 7#b7 of such section and providing1 with respect to the information included by the ,secretary in the report accompanying such audited financial statement1 an analysis of the financial position and condition of the ,federal ,government1 including financial measures 7such as the net operating cost1 income1 budget deficits1 or budget surpluses7 and sustainability measures 7such as the long-term fiscal projection or social insurance projection7 described in such report4 7b7 ,effective date ,the requirement under subsection 7a7 shall apply with respect to any audited financial statement submitted on or after the date of the enactment of this ,act4 #bjd4 ,reform of ,senate ,budget ,committee ,in the ,senate1 the ,committee on
